43、lowingtheCOVID-19outbreakandtheensuingRussianinvasionofUkraine,whichcalledforfiscalsupportmeasurestomitigatethepandemicandcost-of-livingshocks.Yet,thedeteriorationofthefiscalstancewasmoderatebyEUstandardsasthedeficitdidnotexceed4percentofGDPinanyofthecrisisyears.Nevertheless,theslowphasingoutofcerta
44、incrisismitigationmeasureshaskeptthefiscaldeficitrelativelyhighin2022(at2.9percentofGDP)andissettokeepexertingpressurein2023aswell.Goingforward,fiscalpolicywouldneedtoremainprudentinviewofBulgariasmedium-termeurozoneaccessiontargetandfiscalrulesintheEUmorebroadly.Bulgariaspublicfinanceswillneedtobep
45、lacedonstrongerfootingtoweatherthesharpslowdowningrowththatisunderwayandtomeetfiscaltargetsrelatedtoeurozoneaccession.However,medium-termconsolidationplanswillneedtobecarefullybalancedwithlonger-termdevelopmentandpublicserviceneeds.Tothisend,consolidationinthemediumrunwouldrequirerapidwithdrawalofth
46、eremainingsupportmeasuresandrenewedattentiontostrengtheningrevenuecollectionandexpenditureefficiency.PacedabsorptionofasignificantEUfundenvelopeforBulgariaundertheNextGenerationEUfacilityandtheMultiannualFinancialFrameworkwouldalsohelpgeneratemuch-neededresourcesforpublicinvestmentindomainswithhighn
47、eedssuchasthegreenanddigitaltransition.InBulgaria,meetingfiscaldeficittargetshasoftencomeattheexpenseofcapitalspending,whichhaslikelyhindereddevelopmentgoalsandprolongedincomeconvergencewiththeEU.OVerthelongerterm,fiscalpolicyinBulgariawillfacethechallengesofslowingeconomicgrowthandadversedemographictrends,whichwillrequiredeeperstru
