ToimplementtheSeveralMeasures,XiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbetakenasguideline,thespiritofthe19thCPCNationalCongressandtheSecond,Thi
6、rdandFourthPlenarySessionsofthe19thCPCCentralCommitteeshallbecomprehensivelyimplemented,andthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncilshallbefollowed.Effortsshallbemadetofollowthegeneralprincipleofpursuingprogresswhileensuringstability,stayfirmtothenewconceptofdevelopment,a
7、ndremainsteadfasttohigh-qualitydevelopment.Thesupply-sidereformshallberegardedasthemaintask,andsystemintegrationandefficientcollaborationinthereformshallbestrengthened.Furthermore,opening-upanddevelopmentofthecompleteoilandgassupplychainshallbesupported,anopening-upstrategyshallbepursuedtoboostrefor

ThePeoplesGovernmentofZhejiangProvinceshallassumePrimaryresponsibilities,refineandimprovethesupportingpolicies,implementmortasks,effectivelyfulfilltheresponsibilityofsupervisingtradersofoilproductsa
9、ndmarketoperations,sparenoeffortinriskpreventionandcontrol,andensurethatallpoliciesandmeasureswillbeputinplace.二、若干措施实施要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，按照党中央、国务院决策部署，坚持稳中求进工作总基调，坚持新发展理念，坚持高质量发展，以供给侧结构性改革为主线，加强改革系统集成、协同高效，推动油气全产业链开放发展，以开放促改革、促发展、促创新，把浙江自贸试验区建设成为新时代改革开放新高地。三、浙江省人民政府要承担主

14、0年3月26日附件关于支持中国（浙江）自由贸易试验区油气全产业链开放发展的若干措施建设中国（浙江）自由贸易试验区（以下简称浙江自贸试验区）是党中央、国务院作出的重大决策，是新时代推进改革开放的战略举措。党的十九大报告强调要赋予自贸试验区更大改革自主权。为贯彻落实党中央、国务院决策部署，发挥好自贸试验区改革开放试验田作用，支持浙江自贸试验区围绕战略定位深入开展差别化探索，加强改革系统集成、协同高效，推动油气全产业链开放发展，进一步提高建设质量，制定以下措施：Council,leveragingpilotfreetradezonesasexperimentalplotsofreformandope

16、ped:I.Introducinginternationalstrategicinvestorsforthetradingofoilproducts1. Activeeffortsshallbemadetointegratevariousresources,makeproperuseoftheworldsmajorstockexchanges,introducewell-establishedstockexchangesofNewYork,London,SingaporeandDubaiasstrategicinvestors,andbringininternationaltradersofo
17、ilproducts.2. Theinitiativeofvariousenterprisesshallbefullypromoted,andcentralandlocalstate-ownedenterprisesandprivateenterprisesengagingintransactionsofoilproductsshallbeattractedtogatherintheZhejiangPFTZ.II.Acceleratingthetransformationandupgradingofthepetrochemicalandrefiningindustry3. TheZhousha
18、nGreenPetrochemicalBaseshallberapidlyestablished,internationallyadvancedchemicalproductiontechnologiesshallbeutilized,lop-gradechemicalproductsandnewchemicalmaterialsshallbeconcentratedon,andtheindustrychainofrefineddeepprocessingofchemicalsshallbe一、引进油品贸易国际战略投资者（一）积极整合各种资源，发挥国际知名交易所作用，引入纽约、伦敦、新加坡、迪
19、拜等地经验丰富的交易所作为战略投资者，并引进国际油品贸易商资源。（二）充分发挥各类企业积极性，招引油品贸易相关的中央企业、地方国有企业、民营企业在浙江自贸试验区集聚。二、加快推进石化炼化产业转型升级（三）加快舟山绿色石化基地建设，利用国际先进的化工生产技术，聚焦高端化学品和化工新材料，发展化工下游精深加工产业链。加速油气进口、储运、加工、贸易、交易、服务全产业链发展。三、进一步完善油气全产业链，打造液化天然气接收中心（四）支持打造液化天然气（LNG）接收中心，为国内天然 气供应提供保障。以国土空间规划及海岸带综合保护与利 用规划为空间布局依据，按照全国海洋经济发展“十三 五”规划、国家天然气“
20、十三五”规划、全国LNG码头布 局规划等规划，开展LNG接收中心功能定位论证和前期研 究工作。提升航道管理技术水平，推进LNG罐箱水上运 输，提高LNG船舶通航能力。在安全论证基础上，支持并 积极开展LNG罐箱多式联运工作。统筹管网规划布局，加 强与国家天然气管网体系对接。（五）支持制定浙江自贸试验区船用LNG加注管理办法和操作规范，试点开展船用LNG加注业务。developed.Thedevelopmentofthecompleteoilandgasindustrychainrangingfromimport,storage,transport,processing,trading,tran

22、itioningofLNGreceivingcentersshallbeconductedinaccordancewiththeThirteenthFive-yearPlanforNationalMarineEconomicDevelopment,theThirteenthFive-yearPlanforNationalNaturalGas,andtheDistributionPlanforNationalLNGTerminals,withthespatialdistributionofLNGreceivingcentersbasedonterritorialspatialplansaswel
23、lascomprehensivepreservationandutilizationplansforcoastalzones.ThemanagementofwaterwaysshallbeimprovedsoastosupportthewatertransportofLNGtanksandcontainers,andincreasethenavigabilityofLNGcarriers.Basedonsafetyassessment,themultimodaltransportationofLNGtanksandcontainersshallbesupportedandcarriedout.
24、Thenaturalgaspipelinenetworkshallbeplannedinanall-roundmanner,andLNGreceivingcentersshallbeproperlyconnectedwiththenationalnaturalgaspipelinenetworksystem.6. ThemanagementmeasuresandoperatingproceduresforLNGvesselrefuelingintheZhejiangPFTZshallbedeveloped,andthepilotofLNGvesselrefuelingbusinessshall
25、beconducted.market demands.W.Improvingthecapabilityofmarket-basedallocationofoilproductsincirculation7. TheZhejiangPFTZshallbesupportedinexportingrefinedoilproductsinanappropriatemanner.EligibleenterprisesengaginginoilrefiningandchemicalintegrationprojectsintheZhejiangPFTZshallbeallowedtopilottheexp
26、ortofnonstale-ownedtradingofrefinedoilproducts,andtheexportquantityshallbeproperlyallocatedonanannualbasis.8. TheZhejiangPFTZshallbesupportedinestablishingadomesticrefinedoiltradeanddistributionnetworksoastoimprovetheinterimandexpostsupen,isionmodeinthecirculationofrefinedoilproducts.V.Enhancingthes
27、upplyoflow-sulfurbunkerfueloil9. TheZhejiangPFTZshallbesupportedinestablishingaproductionbaseforlow-sulfurbunkerfueloil,whichisallowedtodiversifythesupplyofbondedlow-sulfuroilbymixingandblendingbondedoilproducts.10. Newpoliciesofmixingandblendingbondedbulkcommoditiesshallbeintroduced,andthemeasuresf
28、ormanagingthetransactionsofphysicallymixedandblendedbulkcommoditiesintheZhejiangPFTZshallbedevelopedsoastosupportthephysicalmixingandblendingofbulkcommoditiessuchasoilproductsandironoresinthebondedstatus,effectivelylowerthecostsofenterprises,andmeet四、提升油品流通领域市场化配置能力（六）支持浙江自贸试验区适度开展成品油出口业务，允许浙江自贸试验区内
29、现有符合条件的炼化一体化企业开展副产的成品油非国营贸易出口先行先试，酌情按年度安排出口数量。（七）支持浙江自贸试验区搭建成品油内贸分销网络，探索完善成品油流通领域事中事后监管模式。五、健全船用低硫燃料油供应市场（八）支持浙江自贸试验区建设船用低硫燃料油生产基地，允许通过保税混兑等方式丰富低硫保税油供给。（九）创新大宗商品保税混兑政策，制定浙江自贸试验区大宗商品物理混兑贸易管理办法，开展保税状态下油品、铁矿石等大宗商品物理混兑，切实降低企业成本，满足市场需求。VI.Supportingtheinnovationanddevelopmentofshippingbusiness11. Thebusi
30、nessmodeofsupplyinginternationalvesselsandmanagingbondedgoodsshallbeinnovated,thecustomsclearancefacilitationreformshallbepromoted,andthecompetitivenessofinternationalmaritimeservicesshallbeimproved.ThemeasuresformanagingthesupplyofmaterialsforvesselssailingoninternationalroutesintheZhejiangPFTZshal
31、lbeformulated.Themodeofttdeliveryofgoodsinbatchesandcentralizedcustomsdeclarationshallbepilotedonbondedgoodsinbondedwarehousesthatarespecificallysuppliedforvesselssailingoninternationalroutes.Enterprisesthatsupplymaterialstoforeignmarketsasdeterminedbythecompetentauthoritiesshallbeallowedtosupplygoo
32、dstovesselssailingoninternationalroutesinrelevantanchorages,andtheirproductssuppliedtoforeignmarkets(suchasfood,marinesparepartsandmaterials)inbondedwarehousesshallbeallowedtobedeclaredandverifiedinacentralizedmannerwithinaspecifiedperiod.12. TheZhoushanRiver-and-SeaCoordinatedTransportServiceCenter
33、shallbesupportedinservingasamainactor,thestrengthofcombiningmultipletransportmodessuchassea,landandairshallbemaximized,andanewmultimodaltransportmodeshallbelaunched.Witheffectivesupen,isionandrisksundercontrol,thefeasibilityofimplementingthedepartureporttaxrefundpolicyintheNingboZhoushanPort六、支持航运业务
34、创新发展（十）创新国际船舶供应与保税货物管理业务模式，推行通关便利化改革，提升国际海事服务竞争力。制定浙江自贸试验区国际航行船舶物料供应管理办法。探索对保税仓库内专用于供应国际船舶的保税货物试行”批次进出、集中申报”的出库分送集报模式。允许经主管部门认定的外供企业在相关锚地开展国际船舶供应业务，对其在保税仓库内的食品、船用备件、物料等外供产品，允许在规定时间内集中申报、统一核销。shall be studied in an all-round manner.（十一）支持以舟山江海联运服务中心为载体，充分发挥海、陆、空等多种运输方式组合效应，创新多式联运模式。在有效监管、风险可控的前提下，统筹研
35、究在宁波舟山港实施启运港退税政策的可行性。VII.Promotingtheintegrateddevelopmentoffuturesandspotmarkets13. TheZhejiangPFTZshallbesupportedincooperatingwithdomesticfuturesandspottradingplatformssuchastheShanghaiFuturesExchangetojointlyestablishabulkcommodityspotmarketfocusingonoilproducts.Themeasuresfortheadministrationof
36、thebulkcommodityspotmarketintheZhejiangPFTZshallbedevelopedtofacilitatethebulkcommodityspottradingofcrudeoil,refinedoilandfueloilproductsbasedonthecooperationbetweenfuturesandspotmarkets.Ifconditionspermit,theZhejiangPFTZshallextendthetradingbusinesstoironoreandotherbulkcommodities,andcooperatewitht
37、hefuturesexchangesthathavethecorrespondingtradingvarieties.14. Withcompletemeasuresforriskpreventioninplace,foreignanddomesticenterprisesshallbepermittedtoenterthebulkcommodityspotmarketintheZhejiangPFTZtotradecommodities.15. Aninternationalenergytradingandexchangeplatformshallbeestablishedtosupport
38、theZhejiangPFTZinacceleratingthedevelopmentofinternationaloilandgasexchange,creatinganaturalgasexchangeplatform,andexpandinginternationaltradingofLNGproducts.EffortsshallbemadetostrengthencoordinationwithotherexistingenergyexchangecentersinChina,clarifyitsownstrategicpositioning,andrealizeharmonious
39、development.七、推动大宗商品期现市场联动发展（十二）支持浙江自贸试验区与上海期货交易所等国内期货现货交易平台合作，共同建设以油品为主的大宗商品现货交易市场。制定浙江自贸试验区大宗商品现货交易市场管理办法，以“期现合作”为纽带，开展原油、成品油、燃料油等大宗商品现货交易。条件成熟时向铁矿石等大宗商品拓展，并与有对应品种的期货交易所开展合作。（十三）在风险防范措施完善的前提下，允许境内外行业内企业进入浙江自贸试验区大宗商品现货交易市场开展交易业务。（十四）建设国际能源贸易与交易平台，促进浙江自贸试验区加快发展国际油气贸易，打造天然气交易平台，做大做强LNG国际贸易。做好与国内已有交易中
40、心衔接，明确战略定位，实现协调发展。VIIl.Improvingfinancialservicesandsupen,isionofcross-bordertradingofbulkcommodities八、提升大宗商品跨境贸易金融服务与监管水平（十五）支持浙江自贸试验区内银行按照展业原则，探索 开展油品贸易跨境人民币结算便利化试点。建立油品贸易 跨境人民币结算优质可信企业“白名单”，支持优质可信 企业凭支付指令直接办理油品贸易跨境人民币结算，支持 参照国际惯例探索开展油品转口贸易跨境人民币结算。（十六）支持浙江自贸试验区内银行为自贸试验区企业开 展高水平的贸易投资便利化跨境人民币结算创新业务。
41、支 持浙江自贸试验区内金融机构在宏观审慎框架下为优质可 信企业办理本外币跨境融资相关业务；探索开展油品贸易 企业本外币结算资金按实际需求进行兑换；探索拓宽油品 贸易企业本外币结算资金使用渠道。（十七）支持浙江自贸试验区与上海自贸试验区联动发展。在浙江自贸试验区探索开展本外币合一账户试点。16. TheZhejiangPFTZshallbesupportedinexploringthepilotoffacilitatingcross-bordersettlementinRMBforthetradingofoilproductsaccordingtotheprincipleofforeignexc
42、hangebusiness.A*twhitelisf,ofexcellentandcreditworthyenterisesinRMBcross-bordersettlementforthetradingofoilproductsshallbecreated,andtheseenterprisesshallbeallowedtodirectlyhandleRMBcross-bordersettlementforthetradingofoilproductsthroughpaymentinstructions.RMBcross-bordersettlementforentrepottradeof
43、oilproductsshallbeexploredbyreferencetointernationalpractices.17. BanksintheZhejiangPFTZshallbesupportedinprovidinghigh-qualityandinnovativeRMBcross-bordersettlementbusinessforfacilitatingtradeandinvestmentofenterprisesinthepilotfreetradezone.FinancialinstitutionsintheZhejiangPFTZshallbeencouragedto
44、handlecross-borderfinancingbusinessinRMBorforeigncurrenciesforexcellentandcreditworthyenterpriseswithinthemacro-prudentialregulatoryframework,exploretheexchangeofsettlementfundsinRMBandforeigncurrenciesfortradersofoilproductsaccordingtoactualneeds,andseektoexpandthechannelsofusingsettlementfundsinRM
45、Bandforeigncurrenciesfortradersofoilproducts.18. TheintegrateddevelopmentoftheZhejiangPFTZandtheShanghaiPFTZshallbesupported.ThepilotofintegratingRMBandforeigncurrencyaccountsshallbeexploredintheZhejiangPFTZ.19. TheZhejiangPFTZshallbesupportedinprovidingforeigntradeoptimizationservicestoenterprisest
46、hatobservelawsinbusinessoperationandhavegoodcreditrecords,andensuringauthenticityandlegalityintradesettlement.20. Thefacilitationofforeignexchangepaymentsundercapitalaccountshallbesupported.Non-investmentforeign-fundedenterprisesintheZhejiangPFTZshall,underthepremiseofauthenticityandcompliance,beall
47、owedtousetherevenuesinforeignexchangeundercapitalaccountorRMBfundsfromsettlementindomesticequityinvestmentonthebasisoftheactualinvestmentscaleaccordingtothelaw.21. SettlementinRMBforbulkcommoditytradingshallbeadvanced.TheZhejiangPFTZshallbesupportedinconductingthepilotofqualifiedforeignlimitedpartne
48、rs(QFLP).InstitutionalinvestorsthatuseRMBinsettlementofbulkcommoditytradinginrelevantcountriesshall,afterundergoingtheproceduresofqualicationapprovalandforeignexchangesupervision,beallowedtoconvertoverseascapitalintoRMBandinvestitintheprivateequity(PE)andventurecapital(VC)marketsinChina.22. Theshari
49、ngofdatabetweentherelevantdepartmentsinChinashallbestrengthened,andathird-partypublicationsystemofoilproductwarehousereceipts,whichsupportsinformationsharingbetweenenterprises,banks,governmentagenciesandexchangeplatforms,shallbeestablishedintheZhejiangPFTZ.(+)支持浙江自贸试验区内银行对守法经营、信用优良企业开展对外贸易优化服务，保障真实合法贸易资金的结算。(十九)支持资本项目外汇支付便利化，允许浙江自贸试验区内非投资性外资企业在真实、合规
