5、黑龙江省、安徽省、福建省、江西省、山东省、河南省、湖南省、广西壮族自治区、四川省、贵州省、云南省、西藏自治区、新疆维吾尔自治区人民政府,商务部:你们关于设立跨境电子商务综合试验区的请示收悉。现批复如下:e-commerce in 33 cities and regions, namely, Langfang City, Cangzhou City, Yuncheng City, Baotou City, Anshan City, Yanji City, Tongjiang City, Bengbu City, Nanping City, Ningde City, Pingxiang City,
6、 Xinyu City, Yichun City, Jian City, Zaozhuang City, Jining City, Taian City, Dezhou City, Liaocheng City, Binzhou City, Heze City, Jiaozuo City, Xuchang City, Hengyang City, Zhuzhou City, Liuzhou City, Hezhou City, Yibin City, Dazhou City, Tongren City, Dali Bai Autonomous Prefecture, Lhasa City, a

10、suringstabilityaccordingtothedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncilshallremaincommitted;thenewdevelopmentphilosophyshallbeappliedfully,accuratelyandcomprehensively;thebuildingofanewpatternofdevelopmentshallbeaccelerated;reformandopeningupshallbedeepenedinallrespects;innov
11、ation-drivendevelopmentshallbeadheredto;thematureexperiencesinandpracticesoftheprevioussix二、跨境电子商务综合试验区(以下简称综合试验区)建设要以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大精神,按照党中央、国务院决策部署,坚持稳中求进工作总基调,完整、准确、全面贯彻新发展理念,加快构建新发展格局,全面深化改革开放,坚持创新驱动发展,复制推广前六批综合试验区成熟经验做法,发挥跨境电子商务助力传统产业转型升级、促进产业数字化发展的积极作用,推动外贸优化升级,加快建设贸易强国。要坚定不移贯彻总体
12、国家安全观,抓好风险防范,坚持在发展中规范、在规范中发展。要保障好个人信息权益,为各类市场主体公平参与市场竞争创造良好营商环境。三、有关省(自治区)人民政府要切实加强对综合试 验区建设的组织领导,健全机制、明确分工、落实责任, 有力有序有效推进综合试验区建设发展。要按照试点要 求,尽快完善具体实施方案并抓好组织实施。要进一步细 化先行先试任务,突出重点,创新驱动,充分发挥市场配 置资源的决定性作用,更好发挥政府作用,有效引导社会 资源,合理配置公共资源,扎实推进综合试验区建设。要 建立健全跨境电子商务信息化管理机制,根据有关部门的 管理需要,及时提供相关电子信息。要定期向商务部等部 门报送工作
13、计划、试点经验和成效,努力在健全促进跨境 电子商务发展的体制机制、推动配套支撑体系建设等方面 取得新进展、新突破。各综合试验区建设涉及的重要政策 和重大建设项目要按规定程序报批。groupsofintegratedpilotzonesshallbereplicatedandpopularized;thepositiveroleofcross-bordere-commerceinpromotingthetransformationandupgradingoftraditionalindustriesandthedigitaldevelopmentofindustriesshallbemaximi
14、zed;theoptimizationandupgradingofforeigntradeshallbepromoted;andthebuildingofChinaintoatradepowerhouseshallbeaccelerated.Meanwhile,effortsshallbemadetoresolutelypursueaholisticapproachtonationalsecurity,effectivelypreventrisks,andupholdthepracticesofregulationintheprocessofdevelopmentanddevelopmentu
15、nderregulation.Therightsandinterestsofpersonalinformationshallbeeffectivelysafeguardedsoastocreateafavorablebusinessenvironmentforallmarketplayerstoparticipateinthemarketcompetitiononanequalfooting.III. Thepeoplesgovernmentsoftherelevantprovinces(orautonomousregions)shalleffectivelystrengthentheorga
16、nizationandleadershipoftheconstructionofintegratedpilotzones,improvemechanisms,clarifythedivisionofwork,andfulfillresponsibilitiessoastopromotetheconstructionanddevelopmentofintegratedpilotzonesinapowerful,orderlyandeffectivemanner.Accordingtotherequirementsofthepilotprogram,thespecificimplementatio
17、nplansshallbeimprovedassoonaspossible,andtheimplementationthereofshallbeeffectivelyorganized.Thepilotprogramsshallbefurtherspecified,thefocusesshallbehighlighted.Theinnovation-drivendevelopmentstrategyshallbeimplemented.Thedecisiveroleofthemarketintheallocationofresourcesshallbemaximized,andtheroleo
18、fthegovernmentshallbebetterusedtoeffectivelyguidesocialresources,rationallyallocatepublicresources,andmakesolidprogressinbuildingmechanismforcross-bordere-comnerceshallbeestablishedandimproved,andtherelevantelectronicinformationshallbeprovidedpromptlyaccordingtothemanagementneedsofappropriatedepartm
19、ents.Workplans,experiencefromthepilotprograms,andachievementsshallbereportedtotheMinistryofCommerceandotherdepartmentsonaperiodicalbasis,andeffortsshallbemadetomakenewprogressandbreakthroughsinsuchaspectsasimprovingandpromotingthesystemsandmechanismsforthedevelopmentofcross-bordere-commerceandpromot
20、ingthebuildingofsupportingsystems.Theimportantpoliciesandmajorconstructionprojectsinvolvedintheconstructionoftheintegratedpilotzonesshallbereportedforapprovalundertheprescribedprocedures.IV. TherelevantdepartmentsundertheStateCouncilshall,accordingtotheirdivisionoffunctions,strengthenthecoordination
21、,guidance,andpolicysupportforintegratedpilotzonestomaximizethedemonstrationandleadingroleofintegratedpilotzones.Undertheprincipleofencouraginginnovation,aproblem-orientedapproachshallbeupheldtostepupcoordinationandcooperation,withafocusontheeffortstoexploreandinnovateontherelevantlinksofcross-border
22、e-commercebusiness-to-business(B2B)intermsofthetechnicalstandards,businessprocesses,regulatorymodels,andinformation-basedapplication.Moresupportmeasuresshallbeworkedoutandintroducedtocreateagoodenvironmentfordevelopingintegratedpilotzones,thusmoreeffectivelypromotingandregulatingthedevelopmentandexp
23、ansionofthecross-bordere-commerceindustry.Thestatisticalsystemforcross-bordere-commerceshallbefurtherimproved.四、国务院有关部门要按照职能分工,加强对综合试验区的协调指导和政策支持,切实发挥综合试验区示范引领作用。按照鼓励创新原则,坚持问题导向,加强协调配合,着力在跨境电子商务企业对企业(B2B)方式相关环节的技术标准、业务流程、监管模式和信息化建设等方面探索创新,研究出台更多支持举措,为综合试验区发展营造良好环境,更好促进和规范跨境电子商务产业发展壮大。要进一步完善跨境电子商务统计体
24、系,实行对综合试验区内跨境电子商务零售出口货物按规定免征增值税和消费税等支持政策,企业可以选择企业所得税核定征收,对经所在地海关确认符合监管要求的综合试验区所在城市(地区)自动适用跨境电子商务零售进口试点政策,支持企业共建共享海外仓。商务部要牵头做好统筹协调、跟踪分析和督促指导,建立健全评估和退出机制,定期开展评估,Supportpolicieswillbeimplementedsuchasexemptingcross-bordere-commerceretailexportgoodsinintegratedpilotzonesfromvalue-addedtaxandexcisetaxacc
25、ordingtoapplicableprovisions.Enterprisesmaychoosetoapplythecollectionofenterpriseincometaxonadeemedbasis,andthepoliciesforthepilotprogramofcross-bordere-commerceretailimportsshallautomaticallyapplytothecities(regions)促进优胜劣汰,会同有关部门及时总结推广试点经验,重大问题和情况及时报告国务院。wheretheintegratedpilotzonemeetstheregulator
