5、ualitydevelopment.Itwilleffectivelypromoteinvestmentandconsumption,andbenefitthedevelopmentnotonlyforthetimebeingbutalsointhelongrun.InordertoimplementthedecisionsandarrangementsoftheCentralCommitteeoftheCommunistPartyofChina,thefollowingactionplanisherebymadetopromoteanewroundoflarge-scaleequipment
6、renewalsandconsumergoodstrade-ins.I. GeneralrequirementsTopromotelarge-scaleequipmentrenewalsandconsumergoodstrade-ins,XiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbetakenastheguidance,theguidelinesofthe20thNationalCongressoftheCommunistPartyofChinashallbethoroughlyimplemented
7、,thearrangementsoftheCentralEconomicWorkConferenceandthefourthplenarysessionoftheCentralFinancialandEconomicAffairsCommissionshallbecarriedout,andeffortsshallbecoordinatedtoexpanddomesticdemandanddeepensupply-sidestructuralreform.Fourkeyactions,includingequipmentrenewal,consumergoodstrade-ins,recove
8、ryandrecycling,andstandardsupgrading,shallbecarriedout.Theproductionandapplicationofadvancedequipmentshallbevigorouslyboosted,thecontinuousincreaseofIheproportionofadvancedproductioncapacityshallbepromoted,householdsutilizationofhigh-qualitydurableconsumergoods推动大规模设备更新和消费品以旧换新是加快构建新发展格局、推动高质量发展的重要举
9、措，将有力促进投资和消费，既利当前、更利长远。为贯彻落实党中央决策部署，现就推动新轮大规模设备更新和消费品以旧换新，制定如下行动方案。一、总体要求推动大规模设备更新和消费品以旧换新，要以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，贯彻落实中央经济工作会议和中央财经委员会第四次会议部署，统筹扩大内需和深化供给侧结构性改革，实施设备更新、消费品以旧换新、回收循环利用、标准提升四大行动，大力促进先进设备生产应用，推动先进产能比重持续提升，推动高质量耐用消费品更多进入居民生活，畅通资源循环利用链条，大幅提高国民经济循环质量和水平。shallbepromoted,resourcere

11、edecisiveroleofthemarketinallocatingresourcesshallbemaximized,anddiversifiedsuppliesandservicesshallbeprovidedbyrelyingonthemarketinlightofthedifferentiatedneedsfortherenewalandreplacementofvariousequipmentandconsumergoods.Theroleofthegovernmentshallbemaximized,morepolicysupportregardingtax,finance,
12、andinvestment,amongothers,shallbeprovided,abatchofpoliciesshallbeeffectivelyimplemented,businessesshallbeguidedinsurrenderingpartofprofitstoanappropriateextent,andthescaleeffectofrenewalandreplacementshallbeformed.一坚持鼓励先进、淘汰落后。建立激励和约束相结合的 长效机制，加快淘汰落后产品设备，提升安全可靠水平， 促进产业高端化、智能化、绿色化发展。加快建设全国统 一大市场，破除地方

14、afetyandreliabilityshallbeenhanced,andthehigh-end,intelligent,andgreendevelopmentofindustriesshallbepromoted.Thedevelopmentofaunifiednationalmarketshallbeacceleratedandlocalprotectionismshallbeeliminated.Adheringtostandardguidanceandorderlyimprovement.Bybenchmarkingagainstinternationaladvancedlevels

18、tywithperformanceinenvironmentalprotectionreachingA-Ievelwillincreasesubstantially.Inindustrialenterprisesabovethedesignatedsize,thepenetrationrateofdigitalresearch,development,anddesigntoolswillexceed90%,whiletheuseofcomputernumericalcontrolinkeyprocesseswillsurpass75%.Thequantityofrecycledscrapped
19、automobileswillapproximatelydoublecomparedto2023,thevolumeofsecond-handcartransactionswillincreaseby45%comparedto2023,thequantityofrecycledusedhomeapplianceswillincreaseby30%comparedto2023,andtheratioofrecycledmaterialsinthesupplyofresourceswillcontinuetoincrease.二、实施设备更新行动（-）推进重点行业设备更新改造。围绕推进新型工业 化
20、，以节能降碳、超低排放、安全生产、数字化转型、智 能化升级为重要方向，聚焦钢铁、有色、石化、化工、建 材、电力、机械、航空、船舶、轻纺、电子等重点行业，II. Implementingtheequipmentrenewalaction(1) Promotingtherenewalandtransformationofequipmentinkeyindustries.Centeringonpromotingnewindustrialization,energyconservationandcarbonreduction,ultra-lowemissions,worksafety,digitalt
21、ransformation,andintelligentupgradingshallbetakenasimportantdirections,andtherenewalandtechnologicaltransformationofmanufacturingequipment,energyuseequipment,andpowergeneration,transmission,anddistributionequipmentshallbevigorouslypromotedinkeyindustriessuchassteel,nonferrousmetals,petrochemicals,ch
22、emicals,buildingmaterials,electricpower,machinery,aviation,shipbuilding,lighttextiles,andelectronics.Theadoptionofenergy-efficientequipmentthatmeetsadvancedandenergy-savingstandardsshallbeaccelerated,andenergyconservationandcarbonreductiontransformationshallbeconductedbyindustryandfields.Theapplicat
23、ionofintelligentmanufacturingequipmentandsoftwareshallbepopularized,thedevelopmentandpopularizationoftheindustrialInternetshallbeaccelerated,andanewmodelthatutilizesintelligencetoempowerthedigitaleconomyshallbecultivated.Compulsorystandardsforenergyconsumption,emission,andsafety,amongothers,aswellas
24、therequirementsofthecatalogofeliminatedequipmentshallbestrictlyimplemented,andtheequipmentthatdoesnotmeetthestandardsshallbeeliminatedinaccordancewiththeapplicablelawsandregulations.(2) Acceleratingequipmentrenewalsinthefieldsofconstructionandmunicipalinfrastructure.Bycenteringontheconstructionofnew
25、-typeurbanizationandinlightofthepromotionofurbanrenewalandthereconstructionofoldresidentialareas,renewalandrenovationshallbepromotedonacategorizedbasiswithafocusonresidentialelevators,watersupply,heatsupply,gassupply,sewagetreatment,environmentalsanitation,urbanlifelineprojects,andsecurityprotection
26、,amongothers.Therenewalofoldresidentialelevatorsthatdonotmeettheexistingproductstandardsandposehighsafetyrisksshallbeaccelerated.Theupgradingand大力推动生产设备、用能设备、发输配电设备等更新和技术改造。加快推广能效达到先进水平和节能水平的用能设备，分行业分领域实施节能降碳改造。推广应用智能制造设备和软件，加快工业互联网建设和普及应用，培育数字经济赋智赋能新模式。严格落实能耗、排放、安全等强制性标准和设备淘汰目录要求，依法依规淘汰不达标设备。（一）加快建
27、筑和市政基础设施领域设备更新。围绕建设新型城镇化，结合推进城市更新、老旧小区改造，以住宅电梯、供水、供热、供气、污水处理、环卫、城市生命线工程、安防等为重点，分类推进更新改造。加快更新不符合现行产品标准、安全风险高的老旧住宅电梯。推进各地自来水厂及加压调蓄供水设施设备升级改造。有序推进供热计量改造，持续推进供热设施设备更新改造。以外墙保温、门窗、供热装置等为重点，推进存量建筑节能改造。持续实施燃气等老化管道更新改造。加快推进城镇生活污水垃圾处理设施设备补短板、强弱项。推动地下管网、桥梁隧道、窖井盖等城市生命线工程配套物联智能感知设备建设。加快重点公共区域和道路视频监控等安防设备改造。（三）支持
28、交通运输设备和老旧农业机械更新。持续推进 城市公交车电动化替代，支持老旧新能源公交车和动力电 池更新换代。加快淘汰国三及以下排放标准营运类柴油货 车。加强电动、氢能等绿色航空装备产业化能力建设。加 快高耗能高排放老旧船舶报废更新，大力支持新能源动力 船舶发展，完善新能源动力船舶配套基础设施和标准规 范，逐步扩大电动、液化天然气动力、生物柴油动力、绿 色甲醵动力等新能源船舶应用范围。持续实施好农业机械 报废更新补贴政策，结合农业生产需要和农业机械化发展 水平阶段，扎实推进老1日农业机械报废更新，加快农业机 械结构调整。renovationoftapwaterplantsandpressurize
29、dwatersupplyandstoragefacilitiesandequipmentinalllocalitiesshallbepromoted.Heatsupplymeteringrenovationshallbepromotedinawell-regulatedmanner,andtheupgradingandrenovationofheatsupplyfacilitiesandequipmentshallbecontinuouslypromoted.Energy-savingrenovationsoftheexistingbuildingsshallbepromotedbyfocus
30、ingontheinsulationofexternalwalls,doorsandwindows,andheatingdevices,amongothers.Theupgradingandrenovationofgasandotheragingpipelinesshallbecontinuouslyimplemented.Thestrengtheningofweakareasandweakpointsofurbandomesticsewageandwastetreatmentfacilitiesandequipmentshallbeaccelerated.Thedevelopmentofsu
31、pportingInternetofThingsintelligentsensingdevicesforurbanlifelineprojectssuchasundergroundpipelines,bridges,tunnels,andmanholecoversshallbepromoted.Therenovationofvideosurveillanceandothersecurityequipmentinkeypublicareasandroadsshallbeaccelerated.(3) Supportingtherenewaloftransportationequipmentand
32、oldagriculturalmachinery.Thetransitiontowardselectrificationofurbanbusesshallbecontinuouslypromoted,andtherenewalandreplacementofoldnew-energybusesandpowerbatteriesshallbesupported.TheeliminationofcommercialdieseltrucksunderNationalEmissionStandardIIIorbelowshallbeaccelerated.Thebuildingofcapacityfo
33、rgreenaviationequipmentindustrializationsuchaselectricandhydrogen-poweredaircraftshallbestrengthened.Thescrappingandreplacementofoldshipswithhighenergyconsumptionandhighemissionsshallbeaccelerated,thedevelopmentofnewenergy-poweredshipsshallbevigorously（四）提升教育文旅医疗设备水平。推动符合条件的高 校、职业院校（含技工院校）更新置换先进教学及科
34、研技 术设备，提升教学科研水平。严格落实学科教学装备配置 标准，保质保量配置并及时更新教学仪器设备。推进索道 缆车、游乐设备、演艺设备等文旅设备更新提升。加强优 质高效医疗卫生服务体系建设，推进医疗卫生机构装备和 信息化设施迭代升级，鼓励具备条件的医疗机构加快医学 影像、放射治疗、远程诊疗、手术机器人等医疗装备更新 改造。推动医疗机构病房改造提升，补齐病房环境与设施 短板。supported,thesupportinginfrastructureandstandardsforshipspoweredbynewenergyshallbeimproved,andtheapplicationscop

36、dthestructuraladjustmentofagriculturalmachineryshallbeacceleratedinlightoftheneedsofagriculturalproductionandthelevelofdevelopmentofagriculturalmechanization.(4) Upgradingeducation,culture,tourism,andmedicalequipment.Qualifiedcollegesanduniversitiesandvocationalschools(includingtechnicalschools)shal
37、lbepropelledtorenewandreplaceoldteachingandscientificresearchtechnologyequipmentwithadvancedequipmentandenhanceteachingandscientificresearchlevels.Thestandardsfortheconfigurationofsubject-specificteachingequipmentshallbestrictlyimplementedtoensurethequalityandquantityofteachinginstrumentsandequipmen
38、tandtheirpromptrenewals.Therenewalandupgradingofcultureandtourismequipmentsuchasropeways,cablecars,amusementdevices,andotherculturalperformanceequipmentshallbepromoted.Thedevelopmentofhigh-qualityandefficientmedicalandhealthcareservicesystemsshallbestrengthened,theiterativeupgradingofequipmentandinf
39、ormationfacilitiesofmedicalandhealthinstitutionsshallbepromoled,andeligiblemedicalinstitutionsareencouragedtoacceleratetherenewalandtransformationofmedicalequipmentsuchasmedicalimaging,radiotherapy,remotediagnosisandtreatment,andsurgical三、实施消费品以旧换新行动robots.Therenovationandimprovementofthewardsofmedi

Implementingtheconsumergoodstrade-inaction（五）开展汽车以旧换新。加大政策支持力度，畅通流通 堵点，促进汽车梯次消费、更新消费。组织开展全国汽车 以旧换新促销活动，鼓励汽车生产企业、销售企业开展促 销活动，并引导行业有序竞争。严格执行机动车强制报废 标准规定和车辆安全环保检验标准，依法依规淘汰符合强 制报废标准的老旧汽车。因地制宜优化汽车限购措施，推 进
41、汽车使用全生命周期管理信息交互系统建设。(5) Carryingoutautomobiletrade-ins.Policysupportshallbeincreasedtounblockcirculationbottlenecksandpromoteautomobileechelonconsumptionandrenewalconsumption.Nationwidepromotionsforautomobiletrade-inprogramsshallbeorganized,automobilemanufacturersandsalesenterprisesareencouragedtoca
42、rryoutsalespromotionactivities,andorderlyindustrj,competitionshallbeguided.Theprovisionsonthestandardsforthecompulsoryscrappingofmotorvehiclesandvehiclesafetyandenvironmentalinspectionstandardsshallbestrictlyimplemented,andoldautomobilesthatmeetthestandardsforcompulsoryscrappingshallbeeliminatedinac
43、cordancewiththeapplicablelawsandregulations.Vehiclepurchaserestrictionmeasuresshallbeoptimizedbasedonlocalconditions,andtheconstructionofthewholelifecyclemanagementinformationsystemforvehicleuseshallbepromoted.（六）开展家电产品以旧换新。以提升便利性为核心，畅 通家电更新消费链条。支持家电销售企业联合生产企业、 回收企业开展以旧换新促销活动，开设线上线下家电以旧 换新专区，对以旧家电换购
44、节能家电的消费者给予优惠。 鼓励有条件的地方对消费者购买绿色智能家电给予补贴。 加快实施家电售后服务提升行动。(6) Carryingouthomeappliancetrade-ins.Thechainofrenewinghomeappliancesshallbesmoothedcenteringonenhancingconvenience.Homeappliancesalesenterprisesaresupportedincarryingouttrade-inpromotionalactivitiesjointlywithmanufacturingenterprisesandrecycli
45、ngenterprises,specialareasforonlineandofinetrade-insofhomeappliancesshallbesetup,andpreferentialtreatmentshallbegiventoconsumerswhotradeinoldhomeappliancesforenergy-efficientmodels.Theprovisionofsubsidiestoconsumerspurchasinggreenandsmartappliancesinplaceswithrequisiteconditionsisencouraged.Theimple
46、mentationofactionstoimproveafter-salesservicesforhomeappliancesshallbeaccelerated.(7) Promotingtherenewalofhomedecorationconsumergoods.Residentsaresupportedincarryingoutpartialrenovationssuchasdecoratingoldhousesorrenovatingkitchens,bathrooms,orspecificpartsofthehousewithgovernmentsupport,discountso
47、fferedbyenterprises,orothermethods,therenovationofhomessuitablefortheelderlyshallbecontinuouslypromoted,andsmarthomesandothernewformsofconsumptionshallbeactivelycultivated.Thedisplayofhomedecorationmodelroomsinshoppingmalls,communities,andplatformsshallbepromoted,andenterprisesareencouragedtoestabli
48、shonlinemodelrooms,andprovideaffordableproductsandservicestomeetdiversifiedconsumerneeds.IV.Implementingrecoveryandrecyclingactions(8) Improvingthenetworkforrecyclingusedproductsandequipment.Thedevelopmentof*4trade-in+ecyclinglogisticssystemandnewmodesshallbeaccelerated,durableconsumergoodsproductio
49、nordistributionenterprisesaresupportedinbuildingreverselogisticssystemsorcooperatingwithspecializedrecyclingenterprisestorealizethedoor-to-doorrecyclingofwasteandusedconsumergoods.Thenetworkforrecyclingrenewableresourcesshallbefurtherimprovedandtheconstructionofabatchofcentralizedsortingand（七）推动家装消费品换新。通过政府支持、企业让利等多种方式，支持居民开展旧房装修、厨卫等局部改造，持续推进居家适老化改造，积极培育智能家居等新型消费。推动家装样板间进商场、进社区、进平台，鼓励企业打造线上样板间，提供价格实惠的产品和服务，满足多样化消费需求。
