15、talannualcapacitywillonlyincreasetoroughly400MtCO2by2030,wellbelowthelevelsrequiredtoachieve2050netzeroobjectives8IEA(2023).CCUSpoliciesandbusinessmodels.ThisraisessomefundamentalquestionsaboutthecharacteristicsofCCSprojectswhichmakethemchallengingforfinancingandscaling,eventhoughthetechnologyhasbee
16、nappliedfordecadesparticularlyintheoilandgasindustry.Thispaperseekstoidentifythemaincommercialandnon-commercialrisksassociatedwithCCSandanalyzeincentivemechanisms,regulatoryandlegalframeworks,typesofindustryandownershipstructures,andpublic-privatepartnershipsthatarelikelytoemergeindifferentpartsofth
17、eworldtomitigatetheserisksandenableviablebusinessmodelstoscaleupthetechnology.Giventhatcountrieshavedifferentnaturalresourceendowments,regulatoryframeworks,andeconomicstructuresandasCCScanbeappliedtodifferentindustries(e.g.cement,steel,oilandgas,power,andchemicals),emergentbusinessmodelscandiffersub
18、stantiallyacrosscountries.1.KeyrisksinvolvedwithCCSTheCCSvaluechainconsistsofthreemainactivities:CO2capture,transport,andstorage.CapturingCO2oftenconstitutesthebiggestcostcomponentforCCSandiswheresignificantcostreductions,efficiencygainsandfurthertechnologicalinnovationscouldbeachieved.Akeyfactorint
19、hecostofCO2captureistheconcentrationandoverallvolumesofCO2inthesourcegas,withcoststypicallydecreasingwithincreasedconcentrationandvolumesofCO2inthefluegasflow.Insomeapplicationssuchasethanolproductionornaturalgasprocessing,CO2concentrationisquitehigh(95%).Incontrast,inapplicationssuchaspowergenerati

28、onitoringtechniquesthatCO2remainscontainedintheintendedstorageformation.Thishasalsosafetyandenvironmentaldimensions.Systemsmustbeputinplacetomonitorleakageandprovideearlywarningsofanyseepageorleakagethatmightrequiremitigatingactionandtoassessenvironmentaleffects.Severalcharacteristicsandrisksmakefin
29、ancingCCSprojectschallengingforgovernmentsandtheprivatesectoralike.Theseinclude:Riskofinsufficientrevenues:Formanyprojects,thedeploymentofCCSW川exclusivelybedrivenbyclimatechangemitigationgoalsandloweringemissions.InsuchprojectswhereCO2iscapturedandstoredundergroundand/orinbuildingmaterialssuchasceme
30、ntandconcrete,thereareno,orverylimitedrevenuestreamsassociatedwithCCSthatcancompensateforthehighupfrontcapitalcostsandhighoperationcosts(incontrast,forinstance,tothecaseofrenewableelectricitygeneration).Theseoperationalcostsinclude: ThecostofcapturingandconditioningCO2 ThecostofCompressingZIiquefyin
31、gCO2fortransport ThecostoftransportingCO2viapipelinesandships(ortrucksincaseofshortdistancesandsmallvolumes) ThecostofinjectingCO2intostoragesites,and ThecostofmonitoringandverifyingtheamountofCO2stored.Thecostofeachoftheseactivitiesvarieswidelydependingonprojectspecificfactors(location,plantsize,ty
32、peofactivity,thetechnologyinuse,tomentionafew)andtheliteraturereportsaverywiderangeofestimatesofthesecosts.RiskoflowandvariableCO2price/tariffs:Incountriesthathaveestablishedcarbonpricing,eitherthroughemissiontradingsystems(ETS)orcarbontaxes,theseinstrumentscanprovideplayerswitheconomicincentives,ei
33、therthroughavoidingcostsorasrevenue(e.g.fromsaleofallowancesinanETS)thatwouldhelpthemrecouppartofthecapitalinvestmentandoperatingcosts.However,suchsignalsmaynotbestable,andtherevenuesnotlargeenoughtoprovideincentiveforinvestmentinCCS.Riskofinterdependency:Onewaytoreducerisksistodisaggregatethecaptur
34、e,transport,andstoragecomponentsoftheCCStechnologychain.Ontheonehand,thisallowsdifferentmarketactorswithdifferentstrengthandriskappetitestocollaborateonCCSandtoallocaterisksmorebroadlyacrossthechain.Ontheotherhand,thiscreatesinterdependency/cross-chainrisksaseachpartofthechaindependsontheperformance
35、ofothercomponents.Forinstance,ifanindustrialplayerinvestsinCO2capture,itisimportantthatthetransportandstorageinfrastructureisinplace.Itisalsoimportantthatthoseplayerscontrollingthetransportandstorageinfrastructuredonothaveunilateralmarketpowertochargeexcessivefees.Atthesametime,investorsinthetranspo
36、rtandstorageinfrastructuremustensurethatthereissufficientandregulardemandfortheirservicestorecoupcapitalandoperationalcosts.Riskofliability:AlthoughtheprobabilityofCO2leakagefromwell-selectedandmanagedstorageisverylow,thisriskcannotbeeliminated.Ifthisriskisnottransferredtothegovernmentorthroughinsur
37、ance,theprojectownerwouldbeliablefortheriskofleakageforanindefiniteperiod,withthecontingentliabilitymostlikelytoincreaseinvalueovertime.Otherrisks:ThereareotherkeyrisksthatfaceinvestorsinCCSincludingplantintegrationrisk,technologyrisks(especiallywhenitcomestothecapturetechnology)andfinancingrisk.The
38、reisalsoapublicperceptionandstakeholderacceptanceriskasmanyremainskepticalabouttheroleofCCSasaclimatemitigationtechnology,citingfactorssuchashighcost,uncertaintysurroundingviability,andfearsaroundthesafetyandpermanenceofstorage.SkepticsarguethatCCScanalsoperpetuatetheuseoffossilfuelsanddiscouragecha

44、O2by2050.,8EuropeanCommission(2024).Industrialcarbonmanagement-carboncapture,utilisationandstoragedeployment.IntheUK,thegovernmenthasatargettodeliverfourcarboncaptureusageandstorage(CCUS)clusterscapturing20to30MtCO2peryearby2030.ThesetargetsareintendedtoreassureentitiesthatwishtoinvestinCO2captureth
45、atstoragewillbeavailable. Establishingregulatoryframeworksthatincentivizeinvestmentinlow-carbontechnologies.Carbonpricingisthemainmarket-basedinstrumentinthepolicytoolboxtoreduceCO2emissions.Carbonpricingcouldbeimplementedeitherthroughataxoncarbonemissionsorviaanemissiontradingscheme(ETS),andbothopt
46、ionsarepresentlyinuse.Governmentscanalsointroducespecificincentiveschemessuchasthe45QtaxcreditsforCCSprojectsundertheInflationReductionAct(IRA)intheUSandtheinvestmenttaxcredit(ITC)inCanada. Establishingaregulatoryandlicensingframeworktoaddressissuesofoperation,permitting,licensingofstorageandCO2tran
47、sportanddecommissioning.Forinstance,theUKintroducedtheEnergyAct2023thatestablishesaneconomicregulationmodelforCO2transportandstorage,includinganeconomiclicensingframeworkunderwhichCO2transportationbypipelineforgeologicalstorageoperationswillrequirealicence.Thelicenceallowstheeconomicregulatortoaddre
48、ssmarketfailuresassociatedwiththenaturalmonopolycharacteristicsofthisnetworkinfrastructure.IntheEU,theDirectiveonthegeologicalstorageofCO2(2009/31/EC),OrcolloquiallytheCCSDirective,aimstoestablishalegalframeworkforenvironmentallysafegeologicalstorageofC2.TheCCSDirectiveiscomprehensiveandcoversareassuchasselectionofstoragesitesandexplorationpermits,storagepermits,obligationsforoperatingandclosingstoragesites,andthird-partyaccess(MemberStatesmustensurethatpotentialusershaveaccesstoCCSinfrastructure).TheCCSDirecti
