1、河南理工大学科技园PPP项目一、项目概况（一）项目实施背景为发挥河南理工大学在焦作市经济建设中的战略性作用，务实推动产学研合作和科技创新，为提升焦作市中原经济区经济转型示范市建设、城市科技及产业竞争力打造焦作市科技创新中枢和经济增长引擎，在焦作市委市政府、河南理工大学共同支持下实施此项目。（二）目前项目概况1、项目区位：位于焦作市高新技术开发区，地处中原路西侧，规划滨河路南侧，毗邻河南省工业与信息化职业学院、焦作市职业教育园区，距长济高速入口3公里，距河南理工大学L5公里。2、规划指标：项目总用地面积12.95万平方米，总建筑面积30.64万平方米（其中地面以上27.69万平方米、地下2.85

3、，焦作市政府成立了PPP工作领导小组，统一部署全市PPP模式推广应用工作。本项目的实施机构暂定为焦作市河南理工大学科技园项目管理办公室和河南理工大学科技园有限责任公司，实施机构的最终确定以经市政府批复的项目实施方案为准。项目实施机构主要负责项目的具体实施，包括但不限于实施方案编制和报批、项目合同的编制、组织政府采购、谈判与合同签署、项目执行和项目移交等工作。三、项目实施内容项目园区由16栋楼宇和4个地下空间组成，包括公共服务区7.5万平方米、科技创新园（孵化器）6.5万平米、产学研基地7万平方米、中试产业化基地9万平方米。项目建成后将成为一座集总部基地、科技研发、企业孵化、中试产业化和科技服务
4、为一体的综合性科技园区。本项目拟对社会投资者的企业资质、信誉、业绩、财务实力和融资能力等进行相应要求，并主要借助其以下优势：一是发挥社会资本投资规模大、融资渠道多及资金运用灵活等优势；二是发挥社会资本先进的项目建设管理经验和项目运营管理经验，故在科技园区或产业园区具备运管经验的社会投资者将优先考虑。四、项目实施模式本项目拟采用PPP模式，以全园区开发或部分主要楼宇开发为目标，以政府购买服务、政府缺口资金补贴为基础，引入社会资本，明确双方的权利和义务，利益共享、风险分担，通过引入市场竞争和激励约束机制，发挥双方优势，形成可靠的伙伴式合作关系，以确保合作的顺利完成。本项目的具体运作方式暂定为BoT
5、（建设-运营.移交）,但不排除其他合作方式的可能性。1、实施机构依法定程序选取优秀的社会资本，签署相关PPP协议，由社会资本和河南理工大学科技园有限责任公司共同出资组建项目公司，资本金由社会投资人和河南理工大学科技园有限责任公司按投资比例注入，注入形式包括但不限于现金，其余部分由项目公司通过自筹解决。2、市政府授予项目公司科技创新范围内政府平台部分服务职能，每年由市政府在财政上给予固定的运营经费和资金缺口补贴支持，项目公司可在合法合规基础上，自行提供高附加值的创新创业投资和服务，并自行承担风险和责任。3、合同期满后，项目公司将项目设施无偿、完好移交给政府或政府指定机构。4、项目建设和运营需在社
6、会、安全方面接受政府的监督和管理。五、项目基本经济技术指标依据工程项目可行性分析等文件，本项目基本经济技术指标如下：（一）项目投资工程建设投资9.13亿元，建成地面以上楼宇27.69万平方米、地下空间2.85万平方米。（二）建设内容园区的16栋楼宇和4个地下空间，包括公共服务区7.5万平方米、科技创新园（孵化器）6.5万平米、产学研基地7万平方米、中试产业化基地9万平方米。（三）建设标准依据本项目批复的可行性研究报告及初步设计文件确定的建设标准完成本项目的建设任务。（四）计算期本项目经营期限暂定为22年，其中建设期2年，运营期20年。（五）成本构成本项目总成本包括：工程建设费、职工薪酬、园区维
7、护费、动力费、营运费及财务费用等。六、选址和其他规划条件见项目概况部分。项目已实际开展工程建设，但仍有部分拆迁工作遗留。七、投资回报方式本项目投资回报包括三个部分:（一）房屋租赁收入经河南理工大学、焦作市政府及项目公司的联合招商，引进高科技公司及企业总部、各类科技研发平台、高水平大学科技园分园、协同创新中心、市属博士后科研流动站及焦作市创新城市综合服务中心、焦作市众创空间、焦作市海内外高层次人才创新创业产业园等入驻。以均价0.7元/每平方每天计算，项目成熟期每年可获得7560万元租金收入。（二）政府缺口补贴在项目发展期，政府通过财政专项给予项目缺口性财政资金补贴。（三）管理、投资收益通过政府赋
8、予的科技平台服务职能，可获得相关经费支持。通过项目公司可自行针对园区阳光型项目育植等获得投资回报。（四）其他收入园区物业费、管理费等八、政策支持和配套安排本项目省政府已经同意列为2015年河南省第一批A类重点建设项目名单（豫发改建设2015186号）。焦作城乡一体化示范区出台专门针对河南理工大学科技园项目的优惠支持政策（焦新文2012）32号）。2013年，省教育厅、科技厅批准河南理工大学科技园为河南省首批批准建设的河南省大学科技园。另外，项目享受国家有关大学科技园的各方面政策支持。焦作市委市政府针对河南理工大学科技园的相关配套支持政策及计划安排已在拟定中。九、联系方式联系单位：河南理工大学科
