8、ndsecuritylargelyconvergeonjointinterestsandpriorities.iAddisAbabaandBrusselscanbothbenefitfromacommonapproachtoaddressarmedconflictsandviolentextremism.Yet,themodusoperand!,mutualperceptionsandtheEU,snewfinancialarchitecturecouldincreasedivergenciesinthecomingyears.Inthepast,relationsbetweenthetwoc
9、ontinentsweremainlybasedontheeconomicanddevelopmentdimension,butissuesofpeaceandsecurityhaveprogressivelygrowninimportancesincetheearly-mid-1990s.2P&SgainedrelevanceintheframeworkoftheJointAfrica-EUStrategy(JAES)adoptedattheLisbonSummitinDecember2007.TheJAESwasdesignedtoaddressissuesofcommonconcernj

LessonsLearnedSince2004,theEUhasprovidedfundingtotheAU,toAfricanRegionalEconomicCommunities(RECs)andtoother
21、coalitionsthroughtheAfricanPeaceFacility(APF).TheAPFrepresentsoneoftheP川arsunderpinningtheAU-EUrelationship;itsgoalisthreefold:enhanceddialogue,operationalisingtheAfricanPeaceandSecurityArchitecture(APSA)andunderpinningpeacesupportoperationsinAfrica.TheAPSAwasestablishedbytheAUasastructuralandeEurop

29、otheAfrican,CaribbeanandPacificstatesandtooverseascountriesandterritories.EDFprogrammesarenotfundedbytheEUbudgetbutwereinitiallyestablishedbyanInternalAgreementoftheRepresentativesoftheMemberStates.From2021,EDFprogrammesareincludedintheEU,sMultiannualFinancialFramework(MFF)andthusaresubjecttoEUfinan
30、cialregulationsinthesamewayasotherEUfundingprogrammes.TheAPFhasalsobeenacontestedfinancialtoolduetoitsrootsinEuropeandevelopmentcooperation,theultimategoalofwhichistoreduceextremepoverty.TheEUhassupportedAfricanstatesandregionalorganisationsformanyyearsthrougharangeofcivilianP&Sactivities,withtheobj
31、ectiveofstrengtheningthelinkagesbetweensecurityanddevelopment.nInfact,EU-Africasecurityrelationshavebeendominatedbythe,security-developmentnexusmantra.14AllthecurrentmainEUdocumentsonmigrationalsorefertodevelopment-andsecurity-relatedissues.15Inthe2014-17Roadmap,forinstance,peaceandsecuritycompriset
32、hefirstpriorityoutofthefivelisted,whilehumandevelopmentandsustainableandinclusivedevelopmenttogetherwithgrowthandcontinentalintegrationoccupytwootherslots.16Thesecurity-developmentnexusisconsolidatedbutatthesametimecontroversial-especiallyfornon-governmentaldevelopmentactors.Forsomestakeholders,pure
33、lysecurity-relatedactionsbelongtothesphereoftheCommonForeignandSecurityPolicy(CFSP).Otherdecision-makersareinfavourofastrongcomponentofsecurityindevelopingcountries,embeddedindevelopment.Thedifferencebetweenusecurity-relevatnand,*securitytarget11isparamountinthisregard.Security-relevantdevelopmentac
34、tivitiesareusuallyimplementedinaconflict-affectedarea,wheresecurityarrangementsandaconflict-sensitiveapproacharenecessary(workinginconflict).SecuritytargetreferstoscenariosinwhichP&Sisthedirecttargetoftheactivity(workingonconflict).Clearly,manydevelopmentmeasuresaresecurity-relevant,fromeducationtog
35、overnance,butthisdoesnotmeanthattheworkisdirectlyintendedtoinfluencesecuritydynamics.Whileallpartiesagreeontheneedtoconnectthetwoareas,acleardistinctionbetweentheirrespectivemandatesandfinancialinstrumentsisparamount.AnotherlessoncouldbelearnedfromtheweightofthethreecomponentsoftheAPF:AfricanPeaceSu
36、pportOperations(PSOs)jtheoperationalisationoftheAPSAandinitiativesundertheEarlyResponseMechanism(ERM).17ThebulkofAPFfunding(approximately93percent)isallocatedtoPSOs,around6percentisspentoncapacitybuildingandapproximately1percentgoestotheConflictEarlyResponseMechanism.Theselattertwocomponentsare,ther
