4、biggestandoldestFTAs.Broaderprogresshashappenedsimplythroughpractice.Thegovernmentwasforcedtostartrebuildingitstradecapacityprettymuchfromscratch.OnepersonwhofollowsdiscussionsattheWorldTradeOrganisationcloselysaysthat,althoughBritishrepresentativesinGenevawereactiverightfromthebeginning,itwasmainly
