3、提升企业标 准化水平，提高产品和服务质 量，推动高质量发展，根据中 华人民共和国标准化法，制 定本办法。(IssuedbyOrderNo.83oftheStateAdministrationforMarketRegulationonAugust31,2022andcomingintoforceonJanuary1,2024)第二条企业标准的制 定、公开以及企业标准化的促 进、服务及其监督管理等工 作，适用本办法。Article1TheseMeasuresaredevelopedinaccordancewiththeStandardizationLawofthePeople,sRepublico
4、fChinatoguideenterprisestostrengthenthestandardizationwork,raisetheirstandardizationlevel,improvethequalityoftheirproductsandservices,andpromotehigh-qualitydevelopment.箪二& 企Vlz标准尾企Article2TheseMeasuresshallapplytosuchworkasthedevelopmentandpublicdisclosureofenterprisestandardsandthepromotionofenterp
5、risestandardization,servicestherefor,andthesupervisionandadministrationthereof.rtinA3FntArnrisAstandardsaathstandardsdevelopedbyanenterpriseforthetechnicalrequirements,managementrequirements,andworkrequirementsthatneedtobecoordinatedandunifiedwithinthescopeoftheenterprise.Article4Enterprisestandardi
6、zationshalladheretotheprinciplesofgovernmentguidance,enterpriseautonomy,innovation-driven,andqualityimprovement.Article5Thebasictasksofenterprisestandardizationaretoimplementstandardizationlawsandregulationsaswellasstandardizationoutlines,plans,andpolicies;implementandparticipateinthedevelopmentofna
7、tionalstandards,industrystandards,localstandards,andgroupstandards,andgivefeedbackonimplementationofstandards;developandimplemententerprisestandards;improvetheenterprisestandardsystem,guideemployeestoconsciouslyparticipateintheimplementationofstandards,conductinternalsupervisionoftheimplementationof
8、standards,andcontinuouslyimprovetheimplementationofstandardsandstandardization-relatedtechnicalactivities,amongothers.Enterprisesareencouragedtoestablishandimprovestandardizationworkrules,assignfull-timeandpart-timestandardizationpersonnel,promotetheapplicationofstandardizationmethodsinproduction,op
9、eration,andmanagement,carryoutstandardizationpublicityandtraining,enhancestandardizationcapabilities,andparticipateinthedevelopmentofinternationalstandards.业对企业范围内需要协调、统 一的技术要求、管理要求和工 作要求所制定的标准。第四条企业标准化工 作应当坚持政府引导、企业主 体、创新驱动、质量提升的原 则。第五条企业标准化工 作的基本任务是执行标准化 法律、法规和标准化纲要、规 划、政策；实施和参与制定国 家标准、行业标准、地方标准 和
10、团体标准，反馈标准实施信 息；制定和实施企业标准；完 善企业标准体系，引导员工自 觉参与执行标准，对标准执行 情况进行内部监督，持续改进 标准的实施及相关标准化技 术活动等。鼓励企业建立健全标准化工 作制度，配备专兼职标准化人 员，在生产、经营和管理中推 广应用标准化方法，开展标准 化宣传培训，提升标准化能 力，参与国际标准制定。般大冬旦的以卜人生Article 6 ThAAtAndardizAtinnAndrAAvantadministrationsofthepeoplesgovernmentatorabovethecountylevelshall,accordingtothedivisio
11、nofduties,strengthentheguidanceandsupervisionofenterprisestandardization,improvepoliciesandmeasures,andformajointpromotionworkmechanism.Article 7 Enterprisesshallmanufactureproductsandprovideservicesaccordingtostandards.Compulsorystandardsmustbeimplemented,andenterprisesshallnotmanufacture,sell,impo
12、rt,orprovideproductsorservicesnotmeetingcompulsorystandards.Enterprisesareencouragedtoimplementvoluntarystandards.Iftherearenorelevantstandardsforenterprisesmanufacturingofproductsandprovisionofservices,enterprisestandardsshallbedeveloped.Article 8 Thedevelopmentofenterprisestandardsshallcomplywitht
13、herequirementsoflaws,regulations,andcompulsorystandards.Thedevelopmentofenterprisestandardsshallbeconducivetotheimprovementofeconomic,social,quality,andecologicalbenefits,andthestandardsshallbetechnicallyadvancedandeconomicallyrational.政府标准化行政主管部门、有 关行政主管部门应当按照职 责分工，加强对企业标准化工 作的指导和监督，完善政策措 施，形成合力推进的
14、工作机 制。第七条企业应当依据 标准生产产品和提供服务。强制性标准必须执行，企业不 得生产、销售、进口或者提供 不符合强制性标准的产品、服 务。鼓励企业执行推荐性标 准。企业生产产品和提供服务没 有相关标准的，应当制定企业 标准。第八条制定企业标准 应当符合法律法规和强制性 标准要求。制定企业标准应当有利于提 高经济效益、社会效益、质量 效益和生态效益，做到技术上 先进、经济上合理。鼓励企业对标国际标准和国 内外先进标准，基于创新技术 成果和良好实践经验，制定高 于推荐性标准相关技术要求 的企业标准，支撑产品质量和 服冬水平樨升一Enterprisesareencouragedtodevelo
15、penterprisestandardsthatarestricterthantherelevanttechnicalrequirementsofvoluntarystandardsinlinewithinternationalstandardsanddomesticandoverseasadvancedstandardsandbasedoninnovativetechnologicalachievementsandgoodpracticalexperience,tosupporttheimprovementofproductqualityandservicelevel.Article 9 T
16、heproceduresforthedevelopmentofenterprisestandardsshallgenerallyincludeprojectinitiation,drafting,requestsforcomments,examination,approvalandissuance,review,andrepeal.Article 10 Whereanenterpriseneedstorefertoorcitematerialsinthedevelopmentofstandards,itshallcomplywiththerelevantprovisionsofthestate
17、onintellectualpropertyrights.Referenceorcitationofinternationalstandardsanddomesticandoverseasstandardsshallcomplywiththeprovisionsoncopyright.Article 11 Enterprisesareencouragedtointegrateresourcesfromindustrialchains,supplychains,andinnovationchainstojointlydevelopenterprisestandards.Article12Thep
18、roductorservicestandardsdevelopedbyanenterpriseshallspecifytesting,inspection,orevaluationmethods.第九条企业标准制定 程序一般包括立项、起草、征 求意见、审查、批准发布、复 审、废止。第十条企业在制定标 准时，需要参考或者引用材料 的，应当符合国家关于知识产 权的有关规定。参考或者引用国际标准和国 内外标准的，应当符合版权的 有关规定。第十一条鼓励企业整 合产业链、供应链、创新链资 源，联合制定企业标准。第十二条 企业制定的 产品或者服务标准应当明确 试验方法、检验方法或者评价 方法。试验方法、检
19、验方法或者评价 方法应当引用相应国家标准、 行业标准或者国际标准。没有 相应标准的，企业可以自行制 定试验方法、检验方法或者评 价方法。企业自行制定的试验 方法、检验方法或者评价方 法，应当科学合理、准确可靠。Thecorrespondingnationalstandards,industrystandards,orinternationalstandardsshallbecitedforthetesting,inspection,orevaluationmethods.Intheabsenceofcorrespondingstandards,anenterprisemaydevelopits
20、testing,inspection,orevaluationmethods.Thetesting,inspection,orevaluationmethodsdevelopedbytheenterpriseshallbescientific,reasonable,accurate,andreliable.Article13Enterprisestandardsimplementedbyanenterpriseinprovidingproductsorservicesshallbenumberedinaccordancewiththeunifiedrules.Thenumberofenterp
21、risestandardsshallconsistofthecodeofenterprisestandards,enterprisecode,thesequencenumber,andtheyear.ThecodeofenterprisestandardsisQ”andtheenterprisecodemayconsistofChinesephoneticalphabets,Arabicnumerals,oracombinationofboth.Theenterprisestandardsjointlydevelopedwithotherenterprisesshallbenumberedan
22、dissuedseparatelyintheformofenterprisestandards.Article14Thestateimplementsaself-declarationsystemforthepublicdisclosureandsupervisionofenterprisestandards.Anenterpriseshalldisclosetothepublicthenumbersandnamesofcompulsorystandards,voluntarystandards,groupstandards,orenterprisestandardsimplementedby
23、itfortheproductsorservicesprovidedbyit.第十三条企业提供产 品或者服务所执行的企业标 准应当按照统一的规则进行 编号。企业标准的编号依次由 企业标准代号、企业代号、顺 序号、年份号组成。企业标准代号为“Q”，企业代 号可以用汉语拼音字母或者 阿拉伯数字或者两者兼用组 成。与其他企业联合制定的企业 标准，以企业标准形式各自编 号、发布。第十四条国家实行企 业标准自我声明公开和监督 制度。企业应当公开其提供产 品或者服务所执行的强制性 标准、推荐性标准、团体标准 或者企业标准的编号和名称。企业执行自行制定或者联合 制定企业标准的，应当公开产 品、服务的功能指标
24、和产品的 性能指标及对应的试验方法、 检验方法或者评价方法。法 律、法规、强制性国家标准对 限制商品过度包装另有规定 的，企业应当按照有关规定公 开其采用的包装标准。Anenterpriseimplementingenterprisestandardsdevelopedbyitindependentlyorjointlywithothersshalldisclosetothepublicthefunctionalindicatorsofproductsorservicesandtheperformanceindicatorsofproductsandthecorrespondingtestin
25、g,inspection,orevaluationmethods.Iftherestrictionofexcessiveproductpackagingisotherwiseprescribedbyanylaw,regulation,orcompulsorynationalstandards,anenterpriseshalldisclosetothepublicthestandardsforpackagingadnntdhitinacccrrlaccithth0relevantprovisions.Ifthefunctionalindicatorsandperformanceindicato
26、rsdisclosedtothepublicbyanenterprisearelessorlowerthanvoluntarystandards,theenterpriseshallexplicitlyindicatesointheself-declarationforthepublicdisclosureofstandards.Theproductsmanufacturedandservicesprovidedbyanenterpriseshallcomplywiththetechnicalrequirementsofthestandardsdisclosedbytheenterpriset
27、othepublic.Article15Anenterpriseshall,beforeprovidingproductsorservices,completetheself-declarationforthepublicdisclosureofinformationontheimplementationofstandards.Ifitentrustsotherstomanufactureproductsorprovideservices,theentrustingpartyshallcompletetheself-declarationforthepublicdisclosureofinfo
28、rmationontheimplementationofstandards.Incaseofanychangeinthestandardsimplementedbyanenterprise,theenterpriseshallpromptlyupdatethecontentdisclosedinitsself-declaration.Anenterpriseshallrepealtherelevantenterprisestandardsafterundergoingderegistration.Article16Enterprisesareencouragedtodiscloseself-d
29、eclarationthroughthenationalunifiedpublicserviceplatformforenterprisestandardinformation.企业公开的功能指标和性能 指标项目少于或者低于推荐 性标准的，应当在自我声明公 开时进行明示。企业生产的产品、提供的服 务，应当符合企业公开标准的 技术要求。第十五条企业应当在 提供产品或者服务前，完成执 行标准信息的自我声明公开。 委托加工生产产品或者提供 服务的，由委托方完成执行标 准信息的自我声明公开。企业执行标准发生变化时，应 当及时对自我声明公开的内 容进行更新。企业办理注销登 记后，应当对有关企业标准予 以
30、废止。第十六条鼓励企业通 过国家统一的企业标准信息 公共服务平台进行自我声明 公开。通过其他渠道进行自我声明 公开的，应当在国家统一的企 业标准信息公共服务平台明 示公开渠道，并确保自我声明Enterprisesthatmakeself-declarationforthepublicdisclosureofstandardsthroughotherchannelsshallexplicitlyindicatesuchchannelsonthenationalunifiedpubliccon/inonltfnrmfnrQntornricoctndrdinformation,andensureth
31、attheinformationdisclosedtothepublicintheself-declarationisaccessible,traceable,andW川notbetamperedwith.Article17Thestateshallestablishastandardinnovation-orientedenterprisesystem.Enterprisesareencouragedtoestablishaninnovationsystemthatintegratestechnologies,patents,andstandards.Article18Thestandard
32、izationandrelevantadministrationsofthepeoplesgovernmentatorabovethecountylevelshallsupportenterprisesinjoiningspecializedtechnicalorganizationsforstandardizationandencourageenterprisestoparticipateinthedevelopmentofnationalstandards,industrystandards,localstandards,orgroupstandards.Article19Thestate
33、encouragesenterprisestoevaluatetheimplementationeffectsofstandardsandshallprovidefeedbackontheimplementationofstandardstotheinstitutionsdevelopingnationalstandards,industrystandards,localstandards,orgroupstandards.Ifanenterprisethatdevelopsnewproductsandimprovesproductscarriesouttechnicaltransformat
34、ion,itshallassessandupdatetherelevantenterprisestandardsdevelopedbyit.公开的信息可获取、可追溯和 防篡改。第十七条国家建立标 准创新型企业制度。鼓励企业 构建技术、专利、标准联动创 新体系。第十八条县级以上人 民政府标准化行政主管部门、 有关行政主管部门应当支持 企业参加专业标准化技术组 织，鼓励企业参与制定国家标 准、行业标准、地方标准或者 团体标准。第十九条国家鼓励企 业开展标准实施效果评价，向 国家标准、行业标准、地方标 准、团体标准的制定机构反馈 标准实施信息。企业研制新产品、改进产品， 进行技术改造的，应当对其制
35、定的相关企业标准进行评估 和更新。第二十条县级以上人 民政府标准化行政主管部门、 有关行政主管部门应当支持 企业开展标准化试点示范项 目建设，鼓励企业标准化良好 行为创建，树立行业发展标Article20Thestandardizationandrelevantadministrationsofthepeoplesgovernmentatorabovethecountylevelshallsupportenterprisesinthedevelopmentofpilotdemonstrationprojectsforstandardizationandencourageenterprisest

37、条国家实施 企业标准“领跑者”制度，推动 拥有自主创新技术、先进技 术、取得良好实施效益的企业 标准成为行业的“领跑者”。benchmarksforindustrydevelopment.第二十二条国家实施 标准融资增信制度。鼓励社会 资本以市场化方式建立支持 企业标准创新的专项基金，鼓 励和支持金融机构给予标准 化水平高的企业信贷支持，支 持符合条件的企业开展标准 交易、标准质押等活动。第二十三条国家鼓励 企业对照国际标准和国外先 进标准，持续开展对标达标活 动，提高企业质量竞争水平。第二十四条县级以上 人民政府标准化行政主管部 门、有关行政主管部门应当支 持企业参与国际标准化交流 与合作，

39、ncouragedandsupportedtoprovidecreditsupporttoenterpriseswithahighlevelofstandardization,andeligibleenterprisesshallbesupportedincarryingoutstandardtransactions,standardpledge,andotheractivities.Article23Thestateencouragesenterprisestocontinuouslydevelopstandardsinlinewithinternationalstandardsandadv
40、ancedforeignstandards,toimprovetheirqualitycompetitionlevel.Article24Thestandardizationandrelevantadministrationsofthepeoplesgovernmentatorabovethecountylevelshallsupportenterprisesinparticipatingininternationalstandardizationexchangesandcooperationandencourageenterprisestoparticipateintheworkoftech
41、nicalorganizationsofinternationalstandardorganizationsandthedevelopmentofinternationalstandards.Article25Thestateencouragesenterprises,institutionsofhigherlearning,scientificresearchinstitutions,andsocialorganizations,amongothers,toprovideprofessionaltechnicalservicesinstandardization,enhancethesoci
42、alizationandmarket-orientedlevelofstandardizationservices,andserveenterprisestandardization.Article26Thestateencouragesinstitutionsofhigherlearning,scientificresearchinstitutes,andotherentitiestoofferstandardizationcoursesormajors,andshallstrengthentheeducationofstandardizationpersonnelinenterprises
43、.Thestandardizationandrelevantadministrationsofthepeople,sgovernmentatorabovethecountylevelshallguideenterprisestoimprovethemechanismforthecultivationofstandardizationtalents.Article27Thestandardizationandrelevantadministrationsofthepeoplesgovernmentatorabovethecountylevelshall,inaccordancewiththere
44、levantprovisions,increaseincentivesforenterprisestandardsthathaveindependentinnovationtechnologies,playaleadingandexemplaryrole,andhaveproducedsignificanteconomicandsocialbenefits.Theinclusionofadvancedenterprisestandardsinthescopeofscienceandtechnologyawardsshallbesupported.Enterprisesandindividual
45、sthathavemaderemarkableachievementsinthestandardizationworkshallbecommendedandrewardedaccordingtotherelevantprovisions.技术服务工作，提升标准化服 务的社会化、市场化水平，服 务企业标准化工作。第二十六条国家鼓励 高等学校、科研机构等单位开 设标准化课程或者专业，加强 企业标准化人才教育。县级以上人民政府标准化行 政主管部门、有关行政主管部 门应当引导企业完善标准化 人才培养机制。第二十七条县级以上 人民政府标准化行政主管部 门、有关行政主管部门按照有 关规定加大对具有自主创新
46、 技术、起到引领示范作用、产 生明显经济社会效益的企业 标准奖励力度。支持将先进企 业标准纳入科学技术奖励范 围。对在标准化工作中做出显著 成绩的企业和个人，按照有关 规定给予表彰和奖励。第二十八条县级以上 人民政府标准化行政主管部 门、有关行政主管部门以“双 的木n、一公开”的筲方忒.依Article28Thestandardizationandrelevantadministrationsofthepeoplesgovernmentatorabovethecountylevelshallsuperviseandinspectthestandardsimplementedbyenterpri
47、sesintheprovisionofproductsorservicesinaccordancewiththelawthroughoversightbytherandomselectionofbothinspectorsandinspectiontargetsandthepromptreleaseofresults,andconductthesupervisionandinspectionofthestandardsimplementedfortheproductsorservicesprovidedbyenterprises.Specialsupervisionandinspectionm
48、aybecarriedoutforspecialkeyfields.Article29Whereanenterpriserefusestoprovideinformationorprovidesfalseinformationinsupervisionandinspection,itshallbeorderedtotakecorrectiveaction;andiftheenterpriserefusestodoso,thestandardizationadministrationofthepeople,sgovernmentatorabovethecountylevelshallcircul
49、ateanoticeormakeanannouncementthereon.Article30Whereanenterprisefailstodisclosethestandardsimplementedfortheproductsandservicesprovidedbyit,thestandardizationadministrationofthepeople,sgovernmentatorabovethecountylevelshallordertheenterprisetotakecorrectiveactionwithinaprescribedtimelimit;andifitfailstodoso,makeanannouncementon
