29、.Thecountryhasmorethan2,500kilometresofcoastlinealongthesouth-westernrimoftheIndianOcean.Ithasamplearableland,water,energy,andgasandmineralresources;threedeepseaports;andalargelabourpoolpotential.Geo-Strategicallysituatedwithsixbordercountries,Mozambiquerepresentsachanneltoglobalmarkets.Inaddition,t

30、hecountry,sstrongtiestotheregionaleconomicengineofSouthAfricaunderscoretheimportanceofMozambiqueseconomic,political,andsocialdevelopmenttothestabilityandgrowthoftheregion(WorldBank,2017).Thechallengethenistodiversifytheeconomyawayfromitscurrentfocusoncapital-intensivelargeprojectsandlow-productivity

31、subsistenceagriculture.Ashiftisrequiredtowardamorediverseandcompetitiveeconomywhilestrengtheningkeydriversofinclusionsuchasimprovedqualityeducation(WorldBank,2017).TheGrossDomesticProduct(GDP)grewonaverageby8%inthelasttwodecades,drivenbylargescaleinvestmentsintheextractiveindustry.The2016debtcrisish

32、admajorconsequencesonthemacroeconomicenvironmentandontheGovernmentscapacitytodeliverpublicservices1.Althoughtheeconomyhassincestabilised,itremainshighlyvulnerabletocommodityandclimateshocks,andtopoliticalvolatility.Mozambique1ShighpovertyrateissustainedbynaturaldisastersandhasbeenexacerbatedbytheCov

33、idpandemic.Twoseverecyclonesandlowercoalproductioncontributedtoadownturnineconomicgrowthfrom3.4%in2018toanestimated2.3%in2019.Mozambiqueisoneofthepoorestcountriesintheworldandranked180outof189countriesinthe2017HumanDevelopmentIndex(HDI).Withalmosttwo-thirdsofthepopulationundertheageof25,thecountryis

34、intheearlystagesofademographictransition.Itissparselypopulatedwithafast-growingyouthfulpopulation-45%ofthepopulationisyoungerthan15andhighage-dependencyratios.Thisdemographictransitionrepresentsapotentialsourceofdynamismandeconomicgrowth-providedthatMozambiqueoffersitsyouththatareenteringtheworkforc

35、ewithaccesstodecentworkandproductiveemployment.Whilethegrossenrolmentratesteadilyexpandedquantitatively,reaching115.4%(2017)from47%(1999),improvementofpupillearningremainsacriticalissue-only4.9%ofthird-gradepupilsinreadingandwritingand7.7%ofthird-gradepupilsincalculationmeettheacademicstandardsasspe

36、cifiedinthe2016NationalAssessment(AvaliaaoNacional).TheStrategicPlanforEducation(SEP)(2020-2029)thereforesettheimprovementofthequalityofeducationasakeygoal.Currently,theliteracyrateofyouthintheagegroupof15-24yearsoldisbelow70%,affectingtheirlivelihoodsandcapacitytofindemployment.Theformaleconomyrema

37、insurbanandaccountsforonly32%oftotalemployment.Highlevelsofrural-to-urbanmigrationresultinalargeconcentrationofpoor,unemployedyoungpeoplestrugglingtosurvive.Aburgeoningyetunproductiveyouthpopulationwhoaredeniedopportunitiesintheformalsectorandaninadequateeducationsystem,createaconstituencyofyoungpeo

38、plecrippledbypovertythatcouldcontributetofragility(WorldBank,2017)andunrest.WorldBank,PID12017.TheICTgapcanbestronglylinkedtootherformsofsocialandeconomicexclusion,suchaslowincome,unemployment,pooreducationandisolation.SurveyfindingsbyResearchICTAfrica(RIA)inits2017AfterAccessreport(RIA,2020)showtha

39、tthelevelofInternetuseincreaseswiththelevelofeducation.Oneoftheworld,sleastdevelopedcountries(LDCs),Mozambiquehasahouseholdinternetaccessof1%.Broadbandextensionisinsufficientbeyondthemajorurbancentres.Thecountryhasahighvarianceinmobilephoneownershipandhighgendergapininternetusage,withmoremalesthanfe

40、maleshavingaccesstoboth(G川Wald&Mothobi52019).Thereisasignificantgapbetweensecondaryandvocationaluse.ItisinterestingtonotethatwidespreaduseofInternetoccursattertiaryandvocationallevels,whereasmostindicestryingtoassessskillsore-literacyuseschoolthroughputastheirindicator.The2017AfterAccessSurvey,anati

41、onallyrepresentativesurveyontheaccessanduseofICTs,indicatesthatInternetpenetrationishighlyalignedwithsmartphonepenetration,whilesmartphonepenetrationishighlyalignedwithGNIpercapita.TheCOVID-19crisis,aswellaspastandpotentialfutureshocks,highlightthecountry,svulnerability.TheWorldBank,sProjectInformat

42、ionDocument(PID)fortheprojectMozambiqueDigitalGovernance&Economy1statesthatMozambiquehasenormouspotentialforadynamicdigitaleconomy.Positiveregulatoryachievementshavefosteredcompetitioninthetelecommarket,andmobilebroadbandpenetrationhasexperiencedrapidgrowthinrecentyears.Theincreasedcompetitioninthei

43、nformationandcommunicationtechnology(ICT)marketallowedanadditional9millionMozambicanstogainaccesstomobilebroadband.AssociatedeconomicbenefitsareestimatedtohavereacheduptoUSD370million,whichrepresents2.7%oftotalGDPcreatedinMozambiqueduringthe2012-2019period(WorldBank,2020).TheWorldBankPIDpointsouttha

44、tMozambiquehasthelowestmobileinternetcostinsub-SaharanAfrica(US$1.97pergigabyte),andmobilephonepenetrationstandsat46%ofthepopulation.Improvementsinfoundationaldigitaltransformationelements,combinedwithsupporttostart-upsandexistingbusinesses,canhelptheMozambicaneconomyharnessdigitaldataandmoderntechn

45、ologies,generatenewcontent,linkindividualswithmarketsandwithgovernmentservices,andaddressthechallengesthecountryisfacingonpublicservicedeliveryandjobcreation.Digitaltransformationcansupportsocialprotectionprogrammesthattargethouseholdsinneed.Thedomesticdigitaleconomywouldalsobekeytogeneratingopportu

46、nitiesfortheyouthpopulation,whilealsoprovidingcost-effectivetechnologicalsolutions,adaptedtothelocalmarketandneeds.NotinghoweverthatICTinfrastructuredevelopmentandcoveragedonotnecessarilyensuredigitalbeneficiation,butdemand-sidefactorssuchasdigitalskills,educationandaffordabilityareequallycriticalel

47、ementstoensureasustainableICTsectorthatwouldinturnsupportfurthereducation,skills,andhumanresourcedevelopment(WorldBank,2020).TheCOVID-19hashadastrongimpactonlearners*accesstoeducationandtheirlearningoutcomes.Allschoolswereclosedon23March2020immediatelyaftertheidentificationofthefirstcasesofcoronavir

48、usinfectioninthecountry.Toaddressthesituation,theMinistryofEducationandHumanDevelopment(MINEDH)setguidelinesforschoolmanagersandteacherstoensurethatstudentshadaccesstosomeformoflearning.However,thedifferentstakeholders-parents/caregivers,teachers,schoolmanagersandcommunityleaders-werenotpreparedtoimplementMINE
