9、8月30日中国（北京）自由贸易试验区总体方案建立中国（北京）自由贸易试验区（以下简称自贸试验区）是党中央、国务院作出的重大决策，是新时代推进改革开放的重要战略举措。为高标准高质量建设自贸试验区，制定本方案。一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，坚持稳中求进工作总基调，坚持新发展理念，坚持高质量发展，以供给侧结构性改革为主线，主动服务和融入国家重大战略，建设更高水平开放型经济新体制，以开放促改革、促发展、促创新，把自贸试验区建设成为新时代改革开放新高地。

12、forcoordinateddevelopmentofBeijing,Tianjin,andHebei.BFTZwillbegrantedmorepowerstoconductreformandexplorein-depthexperimentationaboutdifferentiatedpoliciesandpractices.Inlinewithadvancedinternationalrules,itwillmakemoremovestowardfurthersystemicopeninginrules,regulations,management,standardsandothers

15、区更大改革自主权，深入开展差别化探索。对标国际先进规则，加大开放力度，开展规则、规制、管理、标准等制度型开放。经过三至五年改革探索，强化原始创新、技术创新、开放创新、协同创新优势能力，形成更多有国际竞争力的制度创新成果，为进一步扩大对外开放积累实践经验，努力建成贸易投资便利、营商环境优异、创新生态一流、高端产业集聚、金融服务完善、国际经济交往活跃、监管安全高效、辐射带动作用突出的高标准高质量自由贸易园区。强化自贸试验区改革同北京市改革的联动，各项改革试点任务具备条件的在中关村国家自主创新示范区全面实施，并逐步在北京市推广试验。concentrationofhigh-endindustries,

18、heHigh-EndIndustriesArea(39.49squarekilometers).ThedevelopmentandutilizationofBFTZwillcomplywiththerelevantlawsandregulationsonlanduse,environmentalprotection,andmunicipalplanning,comeinlinewithBeijingsland-useplans,conse,elandanduseitefficiently.2. FunctionsTheScienceandTechnologyInnovationAreawill

20、展新一代信息技术、生物与健康、科技服务等产业，打造数字经济试验区、全球创业投资中心、科技体制改革先行示范区；国际商务服务片区重点发展数字贸易、文化贸易、商务会展、医疗健康、国际寄递 物流、跨境金融等产业，打造临空经济创新引领示范区； 高端产业片区重点发展商务服务、国际金融、文化创意、 生物技术和大健康等产业，建设科技成果转换承载地、战 略性新兴产业集聚区和国际高端功能机构集聚区。三、主要任务和措施（-）推动投资贸易自由化便利化。L深化投资领域改革。全面落实外商投资准入前国民待遇 加负面清单管理制度。探索引进考试机构及理工类国际教 材。完善外商投资促进、项目跟踪服务和投诉工作机制。 鼓励在法定权

Deepeningtheopeningupandinnovationinthefinancialsector2 .提升贸易便利化水平。推动北京首都国际机场、北京大兴国际机场扩大包括第五航权在内的航权安排。持续拓展国际贸易“单一窗口”服务功能和应用领域。开展跨境电子商务零售进口药品试点工作，具体按程序报批。适度放宽医药研发用小剂量特殊化学制剂的管理，支持在区内建立备货仓库。对符合政策的区内研发机构科研设备进口免税。进一步拓展整车进口口岸功能。支持北京天竺综合保税区打造具有服务贸易特色的综合保税区。3 .创新服务贸易管理。试行跨境服务贸易负面清单管理模式。在有条件的区域最大限度放宽服务

33、BFTZencouragesqualifiedChinesebankstodevelopcross-borderfinancialse,icesandprovidecross-borderfinancialservicesforrealtrade.Itwillpromotethefacilitationofcross-borderRMBbusinessandforeignexchangebusinessinkeyindustries.Itwillexplorethegrantingofmorecross-borderfinancialoptionstoZhongguancunstartups,
34、thusallowingthemtoindependentlydeterminecross-borderfinancingmethods,amounts,andtimingunderamacro-prudentialframework.Itwillinnovateinenterprisesexternaldebtmanagementtomakeitpossiblefornon-financialenterprisesintheZhongguancunScienceParktofullyconverttheirexternaldebt.BFTZsupportstheestablishmentof
35、domesticandoverseasprivateequityparallelfundsthroughmarket-basedmethodsinaccordancewithlawsandregulations.Itwillfacilitatequalifiedprivateequityandassetmanagementinstitutionstomakeoverseasinvestments.Itsupportsmultinationalcompaniestosetupfinancecompaniesincompliancewithlawsandregulationsbyestablish
36、ingqualifiedinvestmentcompaniesinChina.BFTZwillalsopilotone-timeforeigndebtregistrationforitsenterprises,insteadofregisteringthemonebyone.银行为境外机构人民币银行结算账户（NRA账户）发放境外人民币贷款，研究推进境外机构投资者境内证券投资渠道整合，研究推动境外投资者用一个NRA账户处理境内证券投资事宜。允许更多外资银行获得证券投资基金托管资格,支持设立重点支持文创产业发展的民营银行。鼓励符合条件的中资银行开展跨境金融服务，支持有真实贸易背景的跨境金融服务需求
37、。推动重点行业跨境人民币业务和外汇业务便利化。探索赋予中关村科创企业更多跨境金融选择权，在宏观审慎框架下自主决定跨境融资方式、金额和时机等，创新企业外债管理方式，逐步实现中关村国家自主创新示范区非金融企业外债项下完全可兑换。支持依法合规地通过市场化方式设立境内外私募平行基金。便利符合条件的私募和资产管理机构开展境外投资。支持跨国公司通过在境内设立符合条件的投资性公司，依法合规设立财务公司。开展区内企业外债一次性登记试点，不再逐笔登记。5) Promotingfintechinnovation.BFTZwelcomesbusinessestolaunchmajorfintechprojectso

43、挥金融科技创新监管试点机制作用，在有利于服务实体经济、风险可控、充分保护消费者合法权益的前提下稳妥开展金融科技创新。支持人民银行数字货币研窕所设立金融科技中心，建设法定数字货币试验区和数字金融体系，依托人民银行贸易金融区块链平台，形成贸易金融区块链标准体系，加强监管创新。建设金融科技应用场景试验区，建立应用场景发布机制。6 .强化金融服务实体经济。允许通过北京产权交易所等依法合规开展实物资产、股权转让、增资扩股的跨境交易。在依法依规、风险可控的前提下，支持区内汽车金融公司开展跨境融资，按照有关规定申请保险兼业代理资格；研究简化汽车金融公司发行金融债券、信贷资产证券化或外资股东发行熊猫债券等相关
