8、RegulationonTravelAgencies,theRegulationontheAdministrationofCommercialFranchises,theRegulationonPatentAgency,theRegulationofthePeoplesRepublicofChinaontheAdministrationofImportandExportofTechnologies,theDecisionoftheStateCouncilonEstablishingAdministrativeLicensingfortheAdministrativeApprovalItemsR

19、theCentralGovernmentshall,within30workingdaysafteracceptingtheapplication,completethe的法律、法规。商业特许经营管理条例第八条特许人应当自首次订立特许经营合同之暂停实日起15日内，依施相关照本条例的规定内容，向商务主管部门对从事备案。在省、自商业特治区、直辖市范许经营围内从事特许经活动的营活动的，应当特许向所在地省、自海南2治区、直辖市人人，可省不进行民政府商务主管商业特部门备案；跨许经营省、自治区、直备案，辖市范围从事特同时加许经营活动的，强事中应当向国务院商事后监务主管部门备管。案,特许人向商务主管部门备案
20、，应当提交下列文件、资料：examinationoftheapplication.Iftheapplicationisapproved,atravelagencybusinesspermitshallbeissued;oriftheapplicationisdisapproved,theapplicantshallbenotifiedinwritingofthedisapprovalwithanexplanationofthereasonfordisapproval.Intheformationofaforeign-fundedtravelagency,thelawsandregulation
21、sonforeign（一）营业执照复印件或者企业登记（注册）证书复印件；（二）特许经营合同样本：（三）特许经营操作手册：（四）市场计划书：（五）表明其符合本条例第七条规定的书面承诺及相关证明材料；（六）国务院商务上管部门规定的其他文件、资料。特许经营的产品或者服务，依法应当经批准方可经营的，特许人还应当提交有关批准文件。第九条商务主管部门应当自收investmentshallalsobecompliedwith.RegulationontheTheAdministrationimplementationofCommercialofrelevantFranchisescontentsshallb
22、esuspended.Article8AFranchisersfranchisershall,engaginginwithin15dayscommercialaftersigningafranchisedfranchiseoperationsare2contractforthenotrequiredtoHainanProvincefirsttime,undergotheundergorecordationofrecordationcommercialformalitiesatfranchisedthecommerceoperations,anddepartmentininterimandexa
23、ccordancewithpostregulationtheprovisionsshallbeofthisstrengthened.Regulation.Ifa到特许人提交的符合本条例第八条规定的文件、资料之日起10日内予以备案，并通知特许人。特许人提交的文件、资料不完备的，商务主管部门可以要求其在7日内补充提交文件、资料。第十条商务主管部门应当将备案的特许人名单在政府网站上公布，并及时更新。第二十一条特许人应当在订立特许经营合同之日前至少30日，以书面形式向被特许人提供本条例第二十二条规定的信息，并提供特许经营合同franchiserengagesinfranchisedoperations

29、bythecommercedepartmentoftheStateCouncil.Wheretheproductorserviceforfranchiseshallbeprovidedonlywithapprovalin技术进口合同登记证。第二十一条依照本条例的规定，经许可或者登记的技术进口合同，合同的主要内容发生变更的，应当重新办理许可或者登记手续。经许可或者登记的技术进口合同终止的，应当及时向国务院外经贸主管部门备案。第三十七条出口属于自由出口的技术，应当向国务院外经贸主管部门办理登记，并提交下列文件：（一）技术出口合同登记申请书；accordancewiththelaw,thefranc
30、hisershallalsosubmittherelevantapprovaldocument.Article9Thecommercedepartmentshallgrantrecordationandnotifythefranchiserwithin10daysafterthereceiptofthedocumentsandmaterialssetoutinArticle8ofthisRegulation.Ifthedocumentsormaterialssubmittedbythe（二）技术出口合同副本；（三）签约双方法律地位的证明文件。第三十八条国务院外经贸主管部门应当自收到本条例第三十
31、七条规定的文件之日起3个工作日内，对技术出口合同进行登记，颁发技术出口合同登记证。第四十条依照本条例的规定，经许可或者登记的技术出口合同，合同的主要内容发生变更的，应当重新办理许可或者登记手续。经许可或者登记的技术出口合同终止的，应当及franchiserareincomplete,thecommercedepartmentmayrequirethefranchisertosupplementrelevantdocumentsormaterialswithinsevendays.Article10Thecommercedepartmentshallpublishalistoffranchise

34、外经济技术展览会（首次举办冠名“中国”等字样的、外国机构参与主办的），采取措施优化审批服务，强化引导规范，有效防范风险。字样以外的涉外经济技术展。外国机构独,工举办或合作主办的上述涉外经济技术展行政许可，委托省级商务主管部门实施并开展行效监管.7国务院办公厅关于对在我国境内举办对外经济技术展览会加强管理的通知（国办发（1997）25号）二、对外经济技术展览会的主办和承办单位，必须具有外经贸主管部门批准的主办和承办资格；境外机构在华举Regulation,thecommercedepartmentshallorderittoundergorecordationwithinaprescribedt

36、nchiseefilesareportwiththecommercedepartmentandthereportisfoundtobetrueuponverification,thecommercedepartmentshallorderthefranchisertotakecorrectiveactionandimposeafineofnotlessthan10,000yuannormorethan50,000yuanonit;andifthecircumstancesareserious,imposeafineofnotlessthan50,000yuannormorethan100,00
37、0yuanonthefranchiser,andmakeanannouncementthereon.3RegulationonPatentAgencyArticle10AChinesecitizenwhohasaneducationalbackgroundofjuniorcollegeoraboveinscienceorengineeringAforeignerwhohasobtainedthepermanentresidencepermitforforeignersissuedbytheChinesegovernmentandhastheBeijing,Nanjing,Suzhou,Guan
38、gzhouandotherregionsparticipatinginthepilotprogramoncomprehensivelydeepeningtheinnovativefromanpatentagentdevelopmentofinstitutionofqualificationoftradeinserviceshigherlearninganyothermaytakethecountryshallnationalpatentbeallowedtoagenttakethepatentqualificationagentexamination;qualificationandifheo
39、rsheexamination;passestheandifheorsheexamination,thepassesthepatentexamination,administrativethepatentdepartmentofadministrativetheStatedepartmentofCouncilshalltheStateissueapatentCouncilshallagentissueapatentqualificationagentcertificate.Thequalificationmeasuresforthepatentagentqualificationexaminationshallbedevelopedbycertificate.thepatentadministrativedepartmentoftheStateCouncil.
