4、nomicandsocialstability.ForthepurposesofimplementingthedecisionsanddeploymentsoftheCPCCentralCommitteeandtheStateCouncilonreformingandimprovingthediseasecontrolsystem,andpromotingthehigh-qualitydevelopmentofthediseasecontrolcauseandtherealizationofthestrategicgoalofahealthyChina,thefollowingopinions

5、areputforwardwith国务院办公厅关于推动疾病预防控制事业高质量发展的指导意见(国办发(2023)46号)各省、自治区、直辖市人民政府,国务院各部委、各直属机构:疾病预防控制体系是保护人民健康、保障公共卫生安全、维护经济社会稳定的重要保障。为贯彻落实党中央、国务院关于改革完善疾控体系的决策部署,推动疾控事业高质量发展和健康中国战略目标实现,经国务院同意,提出如下意见。consentoftheStateCouncil.1.Generalrequirements1. 6、smwithChineseCharacteristicsinaNewEra,thespiritofthe2OthCPCNationalCongressshallbecomprehensivelyimplemented,onthebasisofthenewdevelopmentstage,thenewdevelopmentconceptsshallbeimplementedcompletely,accuratelyandcomprehensively,theconstructionofanewdevelopmentpatternshallbeaccelerated,thepeople-orien

7、teddevelopmentphilosophyshallbeinsistedon,anoverallnationalsecurityconceptshallbefirmlyestablished,thedevelopmentofthediseasecontrolcauseshallbeplannedasawhole,thediseasecontrolsystemshallbesystematicallyreshaped,andthediseasecontrolcapabilitiesshallbecomprehensivelyimproved,tomoreeffectivelymaximiz

8、etheimportantroleofthediseasecontrolcauseintheoverallstrategyofthestate.2. Developmentgoals.By2030,themulti-departmental,cross-regionalandmilitary-civilianjointpreventionandcontrolmechanismswillbeimproved,adiseasecontrolsystemwithdiseasecontrolinstitutionsandvariousspecializeddiseasepreventionandcon

9、trolinstitutionsasthebackbone,medicalinstitutionsasthesupport,andcommunity-levelmedicalandhealthinstitutionsasthebottom,featuringmilitaryandcivilianintegration,integrationofpreventionandtreatment,andwhole-societycooperationshallbeestablished,acentralized,unifiedandefficientinfectiousdiseasemonitorin

10、g,earlywarningandemergencycommandsystemshallbeimproved,一、总体要求(一)指导思想。以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大精神,立足新发展阶段,完整、准确、全面贯彻新发展理念,加快构建新发展格局,坚持以人民为中心的发展思想,牢固树立总体国家安全观,整体谋划疾控事业发展、系统重塑疾控体系、全面提升疾控能力,更好发挥疾控事业在国家整体战略中的重要作用。(二)发展目标。到2030年,完善多部门、跨地区、军地联防联控机制,建成以疾控机构和各类专科疾病防治机构为骨干、医疗机构为依托、基层医疗卫生机构为网底,军民融合、防治结合、全

11、社会协同的疾控体系,健全集中统一高效的传染病疫情监测预警和应急指挥体系,形成体制健全、机制顺畅、权责清晰、功能完善、运行高效、协同联动、保障有力的工作局面。andaworkingsystemfeaturingsoundsystem,smoothmechanism,clearpowersandresponsibilities,perfectfunctions,efficientoperation,collaborativeinteraction,andstrongguaranteeshallbeformed.11.Systematicallyreshapingthediseasecontrols

Strengtheningthecorefunctionsofdiseasecontrolinstitutions.TheChineseCenterforDiseaseControlandPreventionshallbeimproved,andthefunctionsindiseasepreventionandcontrol,healthemergencyresponse,scientificresearch,educationandtraining,andcooperationinglobalpublichealthshallbemainlystrengthened.The

13、provincialcentersfordiseasecontrolandpreventionshallbeoptimized,andthefunctionsinprovincialinfectiousdiseaseoutbreakandpublichealthemergencyresponse,laboratorytesting,researchonappliedtechnology,overallmanagementofpublichealthinformation,analysisonandutilizationofbigdata,andforeigncooperationandexch

14、angesshallbemainlystrengthened.Thediseasecontrolandpreventioncentersofborderprovincesshallstrengthencooperationinthepreventionandcontrolofcross-borderinfectiousdiseases.Thereorganizationofmunicipalandcounty-levelcentersfordiseasecontrolandpreventionshallbeeffectivelyconducted,integrationwithhealthsu

15、pervisioninstitutionsatthesamelevelshallbepromotedinasteadyandorderlymanner,epidemicpreventionandcontrolandhealthadministrativelawenforcementfunctionsshallbestrengthened,toensurefull-coverageandcomprehensivediseasecontrolandhealthsupervisionwork.Thefunctionsettingofdiseasecontrolandpreventioninstitu

16、tionsshallbeoptimizedandimproved,andthepublic二、系统重塑疾控体系(三)强化疾控机构核心职能。做强中国疾控中心,重点强化疾病预防控制、卫生应急、科学研究、教育培训、全球公共卫生合作等职能。做优省级疾控中心,重点强化省域传染病疫情和突发公共卫生事件应急处置.、实验室检验检测、应用性技术研究、公共卫生信息统筹管理和大数据分析利用、对外合作交流等职能。边境省份疾控中心强化跨境传染病防控合作。做好市、县级疾控中心重新组建工作,稳妥有序推进与同级卫生监督机构整合,强化疫情防控和卫生健康行政执法职能,确保疾控和卫生监督工作全覆盖、无死角。优化完善疾控机构职能设置

19、医院传染病院区 的传染病诊疗、监测、检测、培训、科研、应急等能力和 水平。2024年底前,二级及以上医疗机构全面落实公共卫 生或预防保健科室规范化要求,有条件的乡镇卫生院、社 区卫生服务中心等参照执行。(五)创新医防协同、医防融合机制。全面推进医 疗机构和专业公共卫生机构深度协作,建立人才流动、交 叉培训、服务融合、信息共享等机制。探索建立疾控监督 员制度,在公立医院、基层医疗卫生机构和社会办医院设4. 21、nitoring,testing,training,scientificresearchandemergencyresponseshallbecontinuouslyimproved.Bytheendof2024,medicalinstitutionsofgradeIlandabovewillfullyimplementthestandardizedrequirementsforpublichealthorpreventivehealthdepartments,andqualifiedtownshiphealthcentersandcommunityhealthservicecenters,a

22、mongothers,willimplementthem,bymutatismutandis.5. Innovatinguponmechanismsformedicalandpreventioncollaborationandintegration.In-delhcooperationbetweenmedicalinstitutionsandprofessionalpublichealthinstitutionsshallbecomprehensivelypromoted,andmechanismsfortalentow,cross-training,serviceintegration,an

23、dinformation立专兼职疾控监督员,接受属地疾控部门业务管理。探索 疾控专业人员参与医疗联合体工作,建立社区疾控片区责 任制,完善网格化基层疾控网络。(六)夯实疾控工作基础。健全完善联防联控工作 机制,落实疾控属地责任、部门责任、单位责任、个人责 任。学校、托幼机构及有条件的养老机构、儿童福利机 构、未成年人救助保护机构、精神卫生福利机构等要设立 卫生室(医务室、保健室、保健观察室),配备专兼职卫 生技术人员或保健员,监管场所根据工作需要加强医疗工 作力量,做好疾控工作。鼓励支持社会力量参与疾控工 作,培育志愿者队伍。三、全面提升疾控专业能力sharingshallbeestablis

24、hed.Explorationshallbemadeforestablishingasystemofdiseasecontrolsupervisors,andsettingfull-timeandpart-timediseasecontrolsupervisorsinpublichospitals,grass-rootsmedicalandhealthinstitutionsandprivatehospitals,andacceptingthebusinessmanagementoflocaldiseasecontroldepartments.Explorationshallbemadefor

25、theparticipationofdiseasecontrolprofessionalsintheworkofmedicalconsortia,theestablishmentoftheresponsibilitysystemforcommunitydiseasecontroldistricts,andtheimprovementofthegrass-rootsgriddiseasecontrolnetwork.6. Consolidatingthefoundationofdiseasecontrolwork.Theworkingmechanismforjointpreventionandc

26、ontrolshallbeimproved,andtheterritorial,departmental,unitandindividualresponsibilitiesfordiseasecontrolshallbeimplemented.Schools,nurserj,institutionsandqualifiedelderlycareinstitutions,childwelfareinstitutions,minorsassistanceandprotectioninstitutions,mentalhealthandwelfareinstitutions,etc.,shallse

27、tuphealthrooms(infirmaries,healthcarerooms,andhealthobservationrooms),andappointfull-timeandpart-timehealthtechniciansorhealth-careassistants,andregulatorydepartmentsshall,accordingtotheneedsofthework,strengthentheworkforceformedicalcare,andeffectivelycompletetheworkofdiseasecontrol.Socialforcesshal

28、lbeencouragedandsupportedinparticipatinginthediseasecontrolwork,andcultivatingteamsofvolunteers.III.Comprehensivelyimprovingtheprofessionalcapabilityofdiseasecontrol7. Enhancingmonitoring,earlywarning,inspectionanddetectioncapabilities.Theestablishmentofamulti-triggering,rapidlyresponding,authoritat

29、iveandefficientmonitoringandearlywarningsystemandmechanismleadbydiseasecontroldepartments,featuringcross-departmental,cross-regional,andmilitaryandcivilianexchanges,andfocusingonmulti-channelmonitoringofinfectiousdiseases,riskassessment,predictionandearlywarningshallbeaccelerated.Onlinedirectreporti

30、ngofinfectiousdiseasesandpublichealthemergenciesshallbeoptimized,clinicalmonitoring,pathogenmonitoring,vectormonitoringandotherprofessionalmonitoringshallbeimproved,informationchannelssuchasreportsbymedicalinstitutions,directreportsbymedicalpersonnel,reportsonscientificresearchfindings,reportsbyinsp

31、ectionandtestinginstitutions,individualreportsbythepublic,andmonitoringofpublicopinionsshallbeimprovedandsmoothed,andjointmonitoringandinformationsharingamonghealth,diseasecontrol,education,civilaffairs,ecologicalenvironment,agricultureandruralaffairs,customs,marketregulation,meteorology,immigration

32、,forestryandgrass,traditionalChinesemedicine,medicalproductsadministrationandotherdepartmentsshallberealized.Anetworkofpublichealthlaboratories,includingdiseasecontrolinstitutions,medicalinstitutions,institutionsofhigherlearning,scientificresearchinstitutes,internationaltravelhealthcarecentersofthec

33、ustoms,andinspectionandtestinginstitutions,shallbeestablishedandimproved.Thestandardizationconstructionoflaboratoriesindiseasecontrolinstitutionsshallbeaccelerated.8. Improvingemergencyresponsecapacity.Ahierarchical,classified,efficientandpracticalemergencyresponsesystem(七)提升监测预警和检验检测能力。加快建立疾控部门牵头,跨

34、部门、跨区域、军地互通,以传染病多渠道监测、风险评估和预测预警为重点的多点触发、反应快速、权威高效的监测预警体系和机制。优化传染病疫情和突发公共卫生事件网络直报工作,完善临床监测、病原监测、病媒监测等专业监测,健全和畅通医疗机构报告、医务人员直接报告、科研发现报告、检验检测机构报告、群众个人报告、舆情监测等信息渠道,实现卫生健康、疾控、教育、民政、生态环境、农业农村、海关、市场监管、气象、移民、林草、中医药、药监等部门的联动监测和信息共享。建立健全包括疾控机构、医疗机构、高等院校、科研院所、海关国际旅行卫生保健中心以及检验检测机构在内的公共卫生实验室网络。加快疾控机构实验室标准化建设。(八)提

35、升应急处置能力。构建分级分类、高效实用的传染病疫情应急预案体系。提升中国疾控中心突发急性传染病防控队的远程和国际支援能力,支持各省(自治 区、直辖市)依托疾控机构等组建国家突发急性传染病防 控队;支持各地市组建快速反应小分队,每个县域建立1 支基层综合应急分队,切实强化传染病现场应急处置能 力。加强防控应急物资生产、储备、运输、轮换、处置的 协同联动,健全实物储备、协议储备、生产能力储备相结 合的防控应急物资储备机制,完善并动态调整防控应急物 资目录,合理确定储备规模;抓好超大特大城市“平急两 用”公共基础设施建设和平急转换使用,切实提高应急保 障能力。(九)提升传染病救治能力。统筹应急状态下

36、医疗卫生机构动员响应、区域联动、人员调集,建立健全分 级、分层、分流的重大疫情救治机制。着力提高基层医疗forinfectiousdiseasesshallbeestablished.TheremoteandinternationalsupportingcapabilitiesofthesuddenandacuteinfectiousdiseasepreventionandcontrolteamoftheChineseCenterforDiseaseControlandPreventionshallbeenhanced,andallprovinces(autonomousregionsandm

37、unicipalitiesdirectlyundertheCentralgovernment)shallbesupportedinformingnationalsuddenandacuteinfectiousdiseasepreventionandcontrolteamsbasedondiseasecontrolinstitutions:andalllocalitiesandcitiesshallbesupportedinsettinguprapidresponseteams,andeachcountyshallbesupportedestablishingagrass-rootscompre

38、hensiveemergencyresponseteamtoeffectivelystrengthenon-siteemergencyresponsecapabilitiesforinfectiousdiseases.Thecoordinationandinteractioninproduction,storage,transportation,rotationanddisposalofemergencymaterialsforpreventionandcontrolshallbestrengthened,thereservemechanismforemergencymaterialsforp

39、reventionandcontrolthatcombinesphysicalreserves,agreedreservesandproductioncapacityreservesshallbeimproved,thelistofemergencymaterialsforpreventionandcontrolshallbeimprovedanddynamicallyadjusted,andthescaleofreservesshallberationallydetermined;andtheconstructionpublicinfrastructurebothundernormalcon

40、ditionsandinemergenciesandthetransitionofuseundernormalconditionsandinemergenciesinmegacitiesshallbeeffectivelychecked,andtheemergencyguaranteecapacityshallbeeffectivelyimproved.9. Enhancingtheabilitytotreatinfectiousdiseases.Themobilization,response,regionalcoordinationandpersonnelmobilizationofmed

41、icalandhealthinstitutionsinemergenciesshallbeplannedasawhole,andaclassified,tieredand卫生机构防病治病水平,推广家庭医生签约服务,构建分 级诊疗格局。依托高水平医疗机构,升级改造建设国家重 大传染病防控救治基地。大力改善传染病医疗机构和专科 疾病防治机构基础设施条件。提升医疗机构传染病防治能 力和水平。依托实力较强的综合医院、中医医院建立传染 病院区和专科,完善传染病医疗服务资源布局。支持建设 国家中医疫病防治基地,发挥中医药在传染病防控领域的 独特优势和“治未病”作用。(+)提升公共卫生干预能力。持续加强艾滋

42、病、结核病、病毒性肝炎等重点传染病防控。巩固重点寄生虫 病、地方病防治成果。强化疫苗预防接种。完善环境健康 综合监测网络体系和风险预警平台,建立健全环境健康风 险评估制度。加强对近视、肥胖等学生常见病及健康危险 因素的监测和综合干预。加强职业卫生、放射卫生、食品distributedtreatmentmechanismformajorepidemicsituationshallbeestablishedandimproved.Jointeffortsshallbemadetoimprovethelevelofdiseasepreventionandtreatmentincommunity-le

44、titutionsforinfectiousdiseasesandspecializeddiseasepreventionandcontrolinstitutionsshallbevigorouslyimproved.Medicalinstitutionscapacityandlevelininfectiousdiseasepreventionandtreatmentshallbeimproved.ByrelyingonrelativelystronggeneralhospitalsandtraditionalChinesemedicinehospitals,hospitalsandspeci

45、altiesforinfectiousdiseasesshallbeformed,andthedistributionofmedicalserviceresourcesforinfectiousdiseasesshallbeimproved.TheconstructionofanationaltraditionalChinesemedicineepidemicpreventionandcontrolbaseshallbesupported,andtheuniqueadvantagesoftraditionalChinesemedicineinthepreventionandcontrolofi

46、nfectiousdiseasesanditsroleintcuringthediseasebeforeitbecomesseveeshallbemaximized.1().Enhancingpublichealthinten,entioncapacity.ThepreventionandcontrolofAIDS,tuberculosis,viralhepatitisandotherkeyinfectiousdiseasesshallbecontinuouslystrengthened.Theachievementsinthepreventionandcontrolofmajorparasi

47、ticandendemicdiseasesshallbeconsolidated.Vaccinoprophylaxisshallbestrengthened.Thecomprehensiveenvironmentalhealthmonitoringnetworksystemandriskearlywarningplatformshallbeimproved,andtheenvironmentalhealthriskassessmentsystemshallbeestablishedandimproved.Themonitoringandcomprehensiveinten,entionofco

48、mmondiseasesandhealthriskfactorsofstudentssuchasmyopiaandobesityshallbestrengthened.Occupationalhealth,radiologicalhealth,foodsafetyriskmonitoring,assessmentandstandards,nutritionalhealth,injurymonitoring,monitoringofhealthriskfactorsforseniorcitizens,earlyscreeningandinterventionandclassifiedmanage

49、mentofkeychronicdiseasesshallbestrengthened.11. Enhancingadministrativelawenforcementcapabilities.Thehealthadministrativelawenforcementsystematthenational,provincial,municipalandcountylevelsfeaturingclearpowersandresponsibilities,standardizedproceduresandeffectivelyenforcementshallbeimproved.Theresponsibilitiesofthenationalandprovincialdiseasecontroldepartmentsforoverallcoordinationandsupervisionandguidanceshallbestrengthened,andinvestigationintoa
