2、nauthorization.1. ElectricalWater-WaterChiller电冷水机组1.1. GeneralRequirements一般要求1.1.1. Thechillershouldbedeliveredaccordingtothetonnageandspecificationrequired,withallthecontrolandperformancefunctionsnecessaryforsecureoperation.Thechillershouldprovideinput/outputinterfaceforcentralizedcontrolsystemsu
3、chasbuildingmanagementsystem.CommunicationprotocolshouldbeLongtalk.Remotecontrolinlocalofficeandviainternet.冷冻机的供应送货必须符合吨位和技术规程的要求且带有满足安全操作的所有控制和各项性能的功能。冷冻机组必须提供与中央控制系统连接的输入和输出接口，如楼宇控制系统。同时必须具备远程控制的功能，以便在办公室或者通过互联网络进行控制。1.1.2. Thechillershouldbedesignedforatleast20yearoperationlifetimeandmaterial/eq
4、uipmentusedforthechillershallfollowthesamerequirement.冷冻机必须按20年的运行寿命来设计供货并且其相关所使用的材料和互助设备也必须符合这一要求。1.1.3. ThechillershallbefactoryfabricatedandtestedaccordingtotheprovisionsofARIstandard,CEstandardandASMEstandardorequivalent.Relativelocalstandardofthecountryinwhichitwillbeinstalledalsohastobefollowe
5、d,fulfilled.冷冻机必须在工厂内根据ARI标准，CE标准和ASME标准的规定组装和测试完毕。同时也必须符合中国的相关标准。1.1.4. Safetydevicesshouldbeprovidedandpricesincludedinthebidiftherefrigerantisharmfultohumanincaseofleakage.如果制冷剂是有害于人体的，为避免泄漏必须提供安全保护装置并且价格已经包括在投标价格中。1.1.5. SupplierstosubmittheirselectionreportsforchillersandCarrefourwillwitnessthe
6、selections.供应商必须提供家乐福其选型报告，并且家乐福必须证明批准其选择。1.2. RefrigerantGuarantee制冷剂保证1.2.1. TheChillerVendorguaranteesthesupplyofthe,4REFRIGERANusedoriginally,orasubstitutethatiscompatibleforoperationintheChillers,throughouttheirusefullifeatasimilarefficiency.冷冻机组供应商保证提供的制冷剂是原有的制冷剂，替代的制冷剂必须满足在其在相等效率运行时的使用寿命不变的情况
7、下满足制冷机组的运行需要。1.2.2. ThisGuaranteeshallapplyintheeventthattheCarrefourisunabletocommerciallyobtaintheRefrigerantoracompatiblesubstituteforuseintheChillers.Inthiscase,theChillerVendorwillundertakeoneofthefollowingremediesattheChillerVendor,soption:本保证应用于家乐福在不能购买到其制冷剂或者其适用的替代品应用于制冷机组。如果发生此情况，制冷机组供应商将许诺
8、以下的弥补措施：- TheChillerVendorwillselltotheCarrefour,atthethencurrentmarketprice,theRefrigerantoracompatiblesubstituteforuseintheChiller.- 制冷机组供应商将制冷剂或者其替代产品以当时市场的价格销售给家乐福供制冷机组使用。- TheChillerVendorwillconverttheChillerstooperatewithacompatiblesubstitutetotheRefrigerant,theexpenseofsuchChillerVendorconve
9、rsionworktobesharedbyChillerVendorandCarrefourinproportiontotheremainingusefullifeoftheChillers(e.g.with10yearsremainingofanexpected20yearusefullife,theexpenseofconversionworkdonebytheChillerVendorwillbeshared60%byChillerVendor,40%byEmployer)- 制冷机组供应商将负责更换制冷机组以使用合适的替代制冷剂。所有的更换制冷机组所产生的费用将由制冷机组供应商和家乐福
10、分摊。分摊比例根据制冷机组的剩余的使用寿命(例如，20年的使用寿命，使用了10年，计算以剩余10年残值，更换的费用由制冷机组供应商承担60%,家乐福承担40%)- TheChillerVendorwillprovidetheCarrefourwithacredittowardthepurchaseofnewchillersoftheChillerVendorsmaketoreplacethechillers.Suchcreditbeingequaltothedepreciatedvalueofthechillersbaseduponitsoriginalpurchasepricepaidtot
11、heChillerVendor(notincludingtaxesandfreight),andassumingatwenty(20)yearusefullife.Thisshallbecalculatedonstraight-linedepreciatedstartingfromthedayofshipmentoftheChillersfromChillerVendor,sfactory.- 制冷机组供应商将提供家乐福购买新的制冷机组更换旧有的制冷机组的设备费用。此设备费用数额于原有制冷机组的残值相等，根据原有采购价格(不包括税费和运费)和使用寿命20年为基数。此折旧日期从制冷机组从工厂装运
12、开始计算。1.2.3. ChillerVendorsobligationunderthisGuaranteeisntingentuponthefollowing.CarrefouradvisingChillerVendorinwritingeither;(a)atleastthirty(30)dayspriortoanyoverhauloftheChillers,or(b)withasmuchnoticeaspracticalbeforeanymajorrepairoftheChillers;thattheCarrefourisunabletoobtaintheRefrigerantoraco
13、mpatiblesubstitute.制冷机组供应商根据此担保视以下情况而定。在家乐福不能获得制冷剂或者相等的替代品时，供应商应提供书面通知建议家乐福，(a)任何相关检修必须在30至少天之前提出，(b)在任何主要的相关维修制冷机组之前通知，1.2.4. ThisGuaranteeislimitedassetforthabove.InnoeventshalltheChillerVendorbeliableforanyincidentalorconsequentialdamages.此保证将仅限于以上各项，制冷机组供应商有责任确保不能存在任何附带的事故，费用或者间接的损害，费用发生。1.2.5.
14、Assumptionofatwenty(20)yearChillerlifeisforcalculationpurposesonly,anddoesnotconstitutearepresentationorwarrantyastothelengthofservicewhichanychillermayprovide.ServicelifedependsuponmanyfactorsthatareoutsideatCh川erVendor,scontrol,including:duty,operatingconditions,propermaintenance,andotherfactors.2
15、0年的使用寿命主要是为了计算的目的，任何制冷机组都不能提供如此的使用年限的担保和保证。使用年限长短依靠制冷机组供应商控制之外的因素包括：操作，运行条件，恰当合适的维修保养和其它因素。1.3.Control控制1.3.1. Eachunitshallbeprovidedcompletewithamicro-computercontrolPLCSysteminalockeddoubledoorenclosurefactorymounted,wired,andtested.Thiscontrolpanelshallautomaticallycontroltheoperationoftheunitin
16、meetingthesystemcoolingrequirementswhileminimisingenergyusage.Chilleroperatingparametersshallbesensedanddisplayedonthekeypad.Thecontrolcentreshallincludeaminimum40-character,alphanumericdisplayshowingallsystemparametersintheChineseandEnglishlanguageswithnumericdatainmetricandimperialunits.AlsoaChill
17、erMimicDisplaytobeprovidedineachChillerLocalControlPanel.Alldigitalinput/outputsignalsshallbescreenedtopreventelectronicnoiseinterferencefromtheincomingcircuit.每台机组必须在带锁的双门控制柜中提供微电脑控制PLC系统。此控制柜和系统必须工厂组装好的，经过测试和接线完成的。控制屏必须能够在减少能量的使用时自动控制系统的运行，符合系统冷量的需求。冷冻机组的运行参数必须显示在操作屏上。控制中心必须包括至少40个文字或者数值中英文显示所有系统的

Intheeventofareturnofpowerfollowingapowerfailure,thecontrolspanelshallautomaticallyresettotheoriginalparametersconfiguredpriortothepowerfailure.Thechillervendorshalldeterminethemethodusedtoachievethis.TheChillerLocalControlPanelshouldbedesigne
19、dtoensurethatallcontrolparametersarerecoverablefollowingalossofnormalpower.如果发生供电电源故障，控制屏必须能够自动复位所有的参数在电源故障之前。冷冻机供应商必须决定方法去实现这个功能。冷冻机的本地控制屏必须设计确保所有的控制参数在电源故障后可以重新获得。1.3.3. Providefactoryassembledandtested,packaged,watercooled,liquidchillersconsistingofcentrifugalcompressors,compressormotor,condenser(s),evaporator,refrigerationaccessories,instrum
45、entandcontrolpanelincludinggaugesandindicatinglights,interfacetoFMCS1lubricationsystem,allinterconnectingunitpipingandwiring,auxiliarycomponentsandaccessories.ConstructionandratingsshallbeinaccordancewithARI.所提供的工厂组装测试完毕的，整体式的冷水机组包括离心式压缩机，压缩机电机，蒸发器，冷凝器，制冷附件，仪表，控制箱包括表具和指示灯，设施自控管理接口，油路系统，所有内部连接的管道和电路连
46、接，辅助部件和附件。构架和等级必须符合ARI的标准。1.9.1.2. UnitsshallhaveNPLVnotlessthanmentionedinbelowschedule.机组必须有不低于下表所列的NPLV值。1.9.1.3. Thechillersshallbesuitableforoperatingatreturncondenserwatertemperaturesdownto17,howeverthecontrolssystemshallensurethatthewaterreturningtothecondensersismaintainedatorabove20C.机组必须适用
47、于在低于17。C的冷却回水温度下运行，然而控制系统必须确保冷却水回水温度保持不得低于20C1.9.1.4. Thechillershouldbedesignedforhigherefficiencyatfullandpartialloadconditionsbychoosingdifferentcombinationofcompressor,impellers,heatexchangershellandtubes.Designofchillershouldalsoensurethattheefficiencyofchilleristhehighestattheloadingpercentage
