9、证书核发和交易规则Ru1.esfortheIssuanceandTradingofRenewab1.eEnergyGreenE1.ectricityCertificates第一章总则Chapter I Genera1.Provisions第一条为规范可再生能源绿色电力证书（GreenE1.ectricityCertificate（GEC）,以下简称绿证）核Artic1.e1TheseRu1.esaredeve1.opedinaccordancewiththeNoticebytheNationa1.Deve1.opmentandReformCommission,theMinistryofFina

11、evantrequirementsforthepurposesofregu1.atingtheissuanceandtradingofRenewab1.eEnergyGreenE1.ectricityCertificates(GECs)andsafeguardingthe1.awfu1.rightsandinterestsofa1.1.partiesinaccordancewiththe1.aw.笫二条本规则适用于我国境内生产的风电（含分散式风电和海上风电）、太阳能发电（含分布式光伏发电和光热发电）、常规水电、生物质发电、地热能发电、海洋能发电等可再生能源发电项目电量对应绿证的核发、交易及相关

18、sponsib1.efortheissuanceofGECs.第六条电网企业、电力交易机构、国家可再生能源信息管理中心配合做好绿证核发工作，为绿证核发、交易、应用、核销等提供数据和技术支撵。Artic1.e6Powergridenterprises,e1.ectricpowertradinginstitutions,andtheNationa1.Renewab1.eEnergyInformationManagementCentersha1.1.cooperatewitheachotherintheissuanceofGECs1andprovidedataandtechnica1.support
19、fortheissuance,trading,app1.ication,andcance1.1.ationuponverification,amongothers,ofGECs.笫七条绿证交易机构按相关规范要求负责各自绿证交易平台建设运营，组织开展绿证交易，并按要求将交易信息同步至国家绿证核发交易系统。Artic1.e7GECtradinginstitutionssha1.1.beresponsib1.efortheconstructionandoperationoftheirrespectiveGECtradingp1.atformsinaccordancewiththerequiremen
20、tsofre1.evantspecifications,organizeGECtrading,andsynchronizetradinginformationwiththeNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystemasrequired.笫八条绿证交易主体包括卖方和买方。卖方为已建档立卡的发电企业或项目业主，买方为符合国家有关规定的法人、非法人组织和自然人。买方和卖方应依照本规则合法合规参与绿证交易。交易主体可委托代理机构参与绿证核发和交易。Artic1.e8GECtradingentitiesinc1.udethe

22、.es,participateintheGECtransactionincomp1.iancewith1.awsandregu1.ations.TradingentitiesmayentrustagenciestoparticipateintheissuanceandtradingofGECs.Artic1.e9Powergridenterprises,e1.ectricpowertradinginstitutions,powergenerationenterprisesorprojectowners,andagenciesentrustedbytradingentitiessha1.1.pr
23、ovideorverifytheinformationrequiredfortheissuanceofGECsinatime1.ymannerasrequired,andsha1.1.beresponsib1.efortheveracityandaccuracyofsuchinformation.Powergridenterprisessha1.1.a1.so,inaccordancewiththere1.evantprovisions,effective1.ydeductsubsidiesderivedfromGECsforparticipationintransactionsonthee1
24、.ectricpowermarket.笫九条电网企业、电力交易机构、发电企业或项目业主，以及交易主体委托的代理机构，应按要求及时提供或核对绿证核发所需信息，并对信息的真实性、准确性负责。电网企业还应按相关规定，做好参与电力市场交易补贴项目绿证收益的补贴扣减。Chapter III GECAccounts第三章绿证账户Article 10 Atradingentitysha1.1.estab1.ishaso1.erea1.-nameGECaccountintheNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystemforpart
25、icipatingintheissuanceandtradingofGECs1andkeeprecordsofitsho1.dingofGECs.Inparticu1.ar:笫十条交易主体应在国家绿证核发交易系统建立唯一的实名绿证账户，用于参与绿证核发和交易，记载其持有的绿证情况。其中：卖方在国家可再生能源发电项目信息管理平台完成可再生能源发电项目建档立卡后，在国家绿证核发交易系统注册绿证账户，注册信息自动同步至各绿证交易平台。买方可在国家绿证核发交易系统注册绿证账户，也可通过任一绿证交易平台提供注册相关信息，注册相关信息自动推送至国家绿证核发交易系统并生成绿证账户。省级专用账户通过国家绿证核
26、发交易系统统一分配，由各省级发改、能源主管部门统筹管理，用于参与绿证交易和接受These1.1.ersha1.1.,aftercreatingfi1.esforrenewab1.eenergypowergenerationprojectsonthenationa1.informationmanagementp1.atformforrenewab1.eenergypowergenerationprojects,registeritsGECaccountontheNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystem,andthe
27、registrationinformationsha1.1.beautomatica1.1.ysynchronizedwitheachGECtradingp1.atform.ThebuyermayregisteritsGECaccountintheNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystemorprovidere1.evantregistrationinformationthroughanyGECtradingp1.atform,whichsha1.1.beautomatica1.1.ypushedtotheNati
28、ona1.GreenE1.ectricityCertificateIssuanceandTradingSystemandgenerateaGECaccount.Provincia1.specia1.accountssha1.1.beuniform1.ya1.1.ocatedthroughtheNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystem无偿划转的绿证。国家能源局资质中心可依据补贴项目参与绿色电力交易相关要求，设立相应的绿证专用眠户。第十一条交易主体注册绿证账户时应按要求提交营业执照或国家认可的身份证明等材料，并保证账

30、countsaccordingtothere1.evantrequirementsfortheparticipationofsubsidyprojectsingreene1.ectricitytrading.Article 11 ToregisteraGECaccount,atradingentitysha1.1.submititsbusiness1.icenseoridentificationsrecognizedbythestate,andothermateria1.sasrequired,andsha1.1.ensurethattheapp1.icationmateria1.sforac
31、countregistrationaretrue,comp1.ete,accurate,andva1.id.These1.1.ersha1.1.a1.soundertakethatitsha1.1.on1.yapp1.yforaChinaGECandsha1.1.notrepeated1.yapp1.yforothercertificateswiththesameattributes.第十二条当注册信息发生变化时，交易主体应及时提交账户信息变更申请。账户可通过原注册渠道申请注销，注销后交易主体无法使用该账户进行相关操作。Article 12 Incaseofanychangeintheregi

33、.第四章绿证核发ChapterIVIssuanceofGECs笫十三条可再生能源发电项目电量由国家能源局按月统一核发绿证，稳步提升核发效率。Article 13 TheNEAsha1.1.uniform1.yissueGECsforthequantityofe1.ectricitygeneratedbyrenewab1.eenergypowergenerationprojectsonamonth1.ybasisandsteadi1.yenhancetheissuanceefficiency.笫十四条对风电（含分散式风电和海上风电）、太Article 14 Tradab1.eGECssha1.1
34、.beissuedforthequantityofon-gride1.ectricitygeneratedbyrenewab1.eenergypowergenerationprojectssuch阳能发电（含分布式光伏发电和光热发电）、生物质发电、地热能发电、海洋能发电等可再生能源发电项目上网电量，以及2023年1月1日（含）以后新投产的完全市场化常规水电项目上网电量，核发可交易绿证。对项目自发自用电量和2023年1月1日（不含）之前的常规存量水电项目上网电量，现阶段核发绿证但暂不参与交易。aswindpower(inc1.udingdistributedwindpowerandoffshor

36、owerprojectsthatarenew1.yputintooperationonorafterJanuary1,2023.Forthese1.fusede1.ectricitygeneratedbyprojectsandthequantityofon-gride1.ectricitygeneratedbytheexistingconventiona1.stockhydropowerprojectsbeforeJanuary1,2023,aGECsha1.1.beissuedatthecurrentstagebutsha1.1.notbetradedforthetimebeing.可交易绿
37、证核发范围动态调整。Theissuancescopeoftradab1.eGECssha1.1.beadjusteddynamica1.1.y.第十五条1个绿证单位对应1000千瓦时可再生能源电量。不足核发1个绿证的当月电量结转至次月。Artic1.e15OneGECunitcorrespondsto1,000ki1.owatthoursofe1.ectricityquantitygeneratedbyrenewab1.eenergy.Thequantityofe1.ectricitygeneratedinthecurrentmonththatisinsufficientforissuingo
38、neGECsha1.1.becarriedovertothenextmonth.笫十六条绿证核发原则上以电网企业、电力交易机构提供的数据为基础，与发电企业或项目业主提供数据相核对。Artic1.e16Inprincip1.e,GECssha1.1.beissuedbasedonthedataprovidedbypowergridenterprisesande1.ectricpowertradinginstitutionsandverifiedwiththedataprovidedbye1.ectricpowergenerationenterprisesorprojectowners.电网企业、
39、电力交易机构应在每月22日前，通过国家绿证核发交易系统推送绿证核发所害上月电量信息。Powergridenterprisesande1.ectricpowertradinginstitutionssha1.1.,beforethe22nddayofeachmonth,pushtheinformationonthequantityofe1.ectricityinthepreviousmonthrequiredfortheissuanceofaGECthroughtheNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystem.对于自
40、发自用等电网企业无法提供绿证核发所需电量信息的，可再生能源发电企业或项目业主可直接或委托代理机构提供电量信息，并附电量计量等相关证明材料，还应定期提交经法定电能计量检定机构出具的电能量计量装置检定证明。Ifapowergridenterprisegeneratinge1.ectricityforitsownuseisunab1.etoprovidetheinformationonthequantityofe1.ectricityrequiredfortheissuanceofaGEC,arenewab1.eenergypowergenerationenterpriseorprojectowne

42、1.ectricenergymeteringverificationinstitutions.笫十七条国家能源局资质中心依托国家绿证核发交易系统开展绿证核发工作。对于电网企业、电力交易机构无法提供绿证核发所需信息的，国家可再生能源信息管理中心对发电企业或项目业主申报数据及材料初核，国家能源局资质中心复核后核发相应绿证。Artic1.e17TheQua1.ificationCenteroftheNEAsha1.1.issueGECsthroughtheNationa1.GreenE1.ectricityCertificateIssuanceandTradingSystem.Ifapowergri

44、eNEAsha1.1.issueacorrespondingGECafterreexamination.第五章交易及划转ChapterVTradingandTransfer笫十八条绿证既可单独交易；也可随可再生能源电量一同交易，并在交易合同中单独约定绿证数量、价格及交割时间等条款。Article 18 GECsmaybetradedseparate1.yorjoint1.ywiththequantityofe1.ectricitygeneratedbyrenewab1.eenergy,andthequantity,price,andde1.iverytimeofGECs,andotherter
45、mssha1.1.beseparate1.yagreeduponinthetradingcontract.第十九条绿证在符合国家相关规范要求的平台开展交易，目前依托中国绿色电力Article 19 GECssha1.1.betradedonthep1.atformssatisfyingtherequirementsofre1.evantspecificationsofthestate.Atpresent,GECsaretradedseparate1.ythroughtheChinaGreenE1.ectricityCertificate证书交易平台，以及北京,广州电力交易中心开展绿证单独交易；
46、依托北京、广州、内蒙古电力交易中心开展跨省区绿色电力交易，依托各省（区、市）电力交易中心开展省内绿色电力交易。TradingP1.atform,theBeijingPowerExchangeCenter,andtheGuangzhouPowerExchangeCenter.Greene1.ectricityistradedacrossprovincesandregionsthroughtheBeijingPowerExchangeCenter,theGuangzhouPowerExchangeCenter,andtheInnerMongo1.iaPowerExchangeCenter,andg
47、reene1.ectricityistradedwithinprovincesthroughthepowerexchangecentersofa1.1.provinces(autonomousregions,andmunicipa1.itiesdirect1.yundertheCentra1.Government).绿证交易平台按国家需要适时拓展。GECtradingp1.atformssha1.1.beexpandedinduetimeasrequiredbythestate.笫二十条现阶段绿证仅可交易一次。绿证交易最小单位为1个，价格单位为元/个。Article 20 Atpresent,
48、aGECmayon1.ybetradedonce.TheminimumtradingunitforGECsisoneGEC,andthepriceunitisyuan/GEC.笫二十一条绿证交易的组织方式主要包括挂牌交易、双边协商、集中竞价等，交易价格由市场化方式形成。国家绿证核发交易系统与各绿证交易平台实时同步待出售绿证和绿证交易信息，确保同一绿证不重复成交。Article 21 ThetradingofGECssha1.1.main1.ybeorganizedbywayssuchasquotationfortrading,bi1.atera1.negotiation,andcentra1.
