8、业合作区（以下简称合作区）的建设发展，支持中小企业用好两个市场、两种资源，促进中小企业高质量发展，制定本办法。第二条本办法所称合作区，是以中小企业为主体，定位在地市级行政区划内，在开放合作方面具有较强示范效应，发展规划科学可行、创新能力突出、治理服务高效的产业集聚区，是扩大高水平对外开放和促进区域经济高质量发展的重要载体。Artic1.e2CooperationzonereferredtointheseMeasuresisanindustria1.agg1.omerationareadominatedbysma1.1.andmedium-sizedenterprises,and1.ocated

12、wdeve1.opmentpatterndominatedbydomesticcircu1.ationandfeaturingmutua1.promotionofdomesticandinternationa1.circu1.ations.第三条促进合作区建设发展工作，坚持完整、准确、全面贯彻新发展理念，以提升中小企业国际竞争力为目标，坚持政府引导和市场主导，坚持上下联动和资源协同，坚持动态管理和精准服务，推进高水平对外开放合作，服务制造业高端化、智能化、绿色化发展，助力加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。第四条工业和信息化部负责促进合作区建设发展工作的宏观指导、统
13、筹协调和监督检查，组织开展申报认定，健全动态跟踪管理和定期评价机制，推动出台扶持政策，优化发展环境，组织开展服务活动。各省、自治区、直辖市及计划单列市、新膻生产建设兵团中小企业主管部门（以下统称省级中小企业主管部门）负责本省（区、市）促进合作区建设发展工作，负责合作区申报受理、初审、推荐、监测和其他日常工作，开展服务活动，出台扶持政策措施。Artic1.e4TheMinistryofIndustryandInformationTechno1.ogysha1.1.beresponsib1.eforpromotingmacroguidance,overa1.1.coordination,super

20、eeyears,majorproductionsafety,cybersecurity,ordatasecurityevents,orseriousdishonestyormajori1.1.ega1.activities.Artic1.e7App1.icationandRecognitionProcedures(1) Apetentdepartmentofsma1.1.andmedium-sizedenterprisesaccordingtotheseMeasures.第二章申报认定第五条合作区申报认定按照自愿申报、择优确定、公平公正、公开透明的原则开展，申报主体为地市级中小企业主管部门，原
21、则上每年组织一次。第六条申报合作区须符合中外中小企业合作区认定标准(见附件)，在发展规划、开放合作水平、创新能力、优质中小企业培育、管理服务效能等方面达到相关要求，且合作区近三年未发生较大及以上质量、环境污染等事故，未发生重大及以上生产安全、网络安全和数据安全事件，不存在严重失信、重大违法违规等行为。第七条申报认定程序(一)申报主体依据本办法向所在地省级中小企业主管部门提出申请。(2) Tpetentdepartmentofsma1.1.(二)省级中小企业主管部andmedium-sizedenterprisessha1.1.acceptanapp1.icationforacooperatio

24、officia1.websiteoftheMinistryofIndustryandInformationTechno1.ogy.ChapterIIIDynamicManagementArtic1.e8Tpetentdepartmentofsma1.1.andmedium-sizedenterprisessha1.1.organizethecooperationzonesintheirrespectiveregionstoreviewandsummarizethedeve1.opmentreportofthepreviousyearbyMarch31eachyear,andsubmitther
25、eporttotheMinistryofIndustryandInformationTechno1.ogy.门对合作区申报进行受理，依据认定标准开展初审（包括实地审查），将初审通过的申报材料和推荐文件报送至工业和信息化部。（三）工业和信息化部组织对省级中小企业主管部门推荐的申报主体进行评审（包括实地抽查），择优形成合作区建议名单，经公示无异议的，确定为“中外中小企业合作区，并在工业和信息化部门户网站公布。第三章动态管理第八条省级中小企业主管部门组织本地区合作区于每年3月31日前梳理总结合作区上一年度发展报告，报送至工业和信息化部。第九条合作区有效期为五年。有效期满后，由工业和信息化部组织开展复

27、viewispassed,theva1.idityperiodsha1.1.beextendedforanotherfiveyears.Artic1.e10Wheretherearesignificantchangesinthename,spatia1.scope,oroperationmanagementinstitution,amongothers,ofthecooperationzone,theapp1.icantsha1.1.fi1.eanapp1.icationforchangewithin30workingdaysfromthedateofthechange.Apetentdepa
28、rtmentofsma1.1.andmedium-sizedenterprises,theapp1.icationsha1.1.besubmittedtotheMinistryofIndustryandInformationTechno1.ogyforfina1.approva1.tocomp1.etethechange.第十条合作区发生名称、空间范围、运营管理机构等重大变化的，应当在发生变化起的30个工作日内，由申报主体提出变更申请，经省级中小企业主管部门初审同意后报工业和信息化部审定，完成变更。第十一条合作区存在以下情形之一的，工业和信息化部撤销其认定：Artic1.e11TheMinis

42、.附件Annex中外中小企业合作区认定标准(2024)（2024年版）IdentificationStandardsforSino-ForeignSma1.1.andMedium-sizedEnterprisesCooperationZones中外中小企业合作区（以下简称合作区）以中小企业为主体，定位在地市级行政区划范围内，符合国家产业政策和行业发展规划要求，有明确的四至范围和功能划分，企业年营业总收入一般不低于100亿元。合作区须近三年未发生较大及以上质量、环境污染等事故，未发生重大及以上生产安全、网络安全和数据安全事件，以及不存在严重失信、重大违法违规等行为。合作区认定实行百分评分制，设置
43、以下五个方面指标，总分须达到60分及以上，其中“具有较高开放合作水平须达到18分及以上。一、具有科学可行发展规划（15分）合作区积极落实对外开放政策，围绕提升开放合作水平、增强创新能力、优质中小企业培育、健全服务体系等方面滚动编制建设发展规划及年度工作方案，发展目标科学合理、切实可行，重点任务和工作举措明确清TheChina-foreignSma1.1.andMedium-sizedEnterpriseCooperationZones(hereinafterreferredtoasthecooperationzones)aredominatedbysma1.1.andmedium-sizede
