6、portcity.Overtheyears,however,thisbusy,successfulwaterfrontareachanged.Bythemiddleofthetwentiethcentury,businesseswerefailing.Manybuildingswereemptyandinneedofmajorrepair.TheBaltimorecitygovernmentdecidedtoestablishaplantore-buildthearea.Theplancalledforawaterfrontdevelopmentthatwouldcombinebusiness

16、.churchcametovisitJamesRouse.ThethreebelongedtotheChurchoftheSaviour;whereJamesandPatriciaRousehadbeenmarried.ThewomenaskedMisterRouseforadviceaboutcreatinghousingforpoorpeopleintheAdamsMorganareaofWashington.ButMisterRousethoughtpeoplewhoknewnothingaboutdevelopment,moneyorbuildingcouldnotpossiblycr
