14、htedtheworld,svulnerabilitytoshocksandstresses,andmanycountriesarenowevenmoreofftrackinachievingtheSDGsthanbeforethepandemic.AccordingtotheUnitedNationsEconomicandSocialCommissionforAsiaandthePacific(UNESCAP),thefinancinggapin2019wasaround$1.5trillionayear(5%ofregionalgrossdomesticproduct)tofullyach

15、ievetheSDGsby2030.Toaddressthisgap,governmentshaveimplementedrecoveryprogramswiththesupportoftheAsianDevelopmentBankandothermultilateralandbilateraldevelopmentpartners.Theirimmediatefinancialresponsepackageshelpedtoalleviatethepublichealthcrisisanditsconsequencesontherealsector.However,substantially

16、moreprivatesectorfinancingisrequiredtoaddresstheenormousneedsforeconomicrecoveryandmitigateadversedevelopmentimpacts.Historyhasshownthatacrisiscanbecomeanopportunityifthedisruptionsorshockscompelreformsthatwouldotherwisenotbeconsideredfeasibleundernormalconditions.TheCOVID-19recoveryprogramsofferaun

17、iqueopportunitytocraftapathconsonantwithgreen,resilient,inclusive,andsustainableinfrastructuredevelopment,inlinewiththeSDGs.Investinginsustainableandqualityinfrastructureprojectsiscrucialtorebuildsmartlyandcreateamoreinclusiveandequitableworld.Majorreformsacrosssectorsarestillneededtocreatemoreresil

18、ientsocieties.Asweallwitnessed,digitaltransformationacceleratedduringthepandemicandhascausedmajorstructuralshiftstonewwaysofproduction,cooperation,andconsumptionacrosstheworld.Similarly,thedigitalizationofprocessesrelatedtoinfrastructureprojectsandinvestmentsprovidesakeyopportunityfordrivingtheagend

19、aofsustainableeconomicdevelopmentandcollectiveresilience.SOURCEisanoutstandingexampleofadigitaltransformationtool.Theplatformhasbeendesignedthroughjointeffortsamongmultilateraldevelopmentbanksandenablesasystemictransitiontothedigitalizationofinfrastructureprojectdevelopmentanddatacollection.SOURCEis

20、acrucialmechanismhelpingcountriestobuildapipelineofinfrastructureprojectsalignedwiththeSDGsaswellastotheG20PrinciplesforQualityInfrastructureInvestment.Some50countrieshaveexpressedinterestinusingSOURCE.SomehavealreadylaunchedafullintegrationofSOURCEintotheirnationalsystemsforinfrastructureprojectdev

46、deconomies,scalingupinfrastructureinvestmentisakeypillarinmanynationaldevelopmentstrategies.Infrastructuregap.Formostemerginganddevelopingcountries,themajorObStaCIeinmobilizingandchannelingprivatecapitalininfrastructureisthelackofapipelineofwell-prepared,bankable,andinvestableprojects.Theincentivesa

47、relowforpotentialprojectsponsorstocommittothehighdevelopmentcostsofbidproposals,duetoprojectimplementationuncertainties.Theinabilityofsovereignandsub-sovereignagenciestoprepareaconsistentsupplyofstructuredprojectsofferingastandardizedriskallocationschemeandsatisfactoryinvestmentreturnremainsamajorbo

48、ttleneck.Thisisbecauseprojectssufferfrompoordevelopmentandunclearlegalandregulatoryframeworks,leadingtodelaysandalackoftransparencyinthebiddingprocess.Bridginglargeinfrastructuregapswillthereforerequiregreatercapacityincountriestoidentify,structure,andprocureprojectsthatmeetinternationalstandards(includinggovernance,social,andenvironmental).Themultilateraldevelopmentbankshaveallacknowledgedthisneedandarethuscommittedtoprivatesectordevelopmentandtoincreaseprivatesectoroperationssignificantlytoward2030.Needforqualityinfra
